- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers ar e being requested and a written solicitation will not be issued. Solicitation W911RX-06-T-0074 is issued as a request for quotation (RFQ). This solicitation is unrestricted under NAICS 541519. CLIN 0001, Qty 7, Multi Screen Display Systems. Raytheon Solipsys visual display infrastructure, muti screen display system. Fort Riley has a requirement for systems that are equal to or better than the above system and must be compatable with and have operability with the Raytheon Solipsys system. System must be set up and operate within an 8.5 ft X 18 ft X 10.5 ft area. It must have the capability of rapid re-deployment, in hardened cases, to be transported to isolated areas of operation. A UPS(Uninterruptible Power Supply) will be furnished with the s ystem to protect it from power surges/loss of power and provide for a normal procedural shut-down in case of loss of power. Shielding of data cables must be provided from power source lines to eliminate electromagnetic interference. Salient Features: Com ponent-based, dynamic plug-in design with Multi-level, user-defined overlays and grids. Fully customizable track and plot history that is Run-time configurable, multiple symbols sets (NTDS, MCE, MS-2525, MS-1477c, Iconographic, etc.) User-definable aler t mechanism with multiple hook or group hook support. Numerous interactive queries and decision aids including (bearing, position, distance, compass rose, etc.) XML compatible overlays and configurable hook and pre-hook details. Continuous re-center /re-scale/rubber band operations and pan and zoom operations. Fixed and variable range scales from feet to whole earth coverage. Special points and manual tracks can be created by an operator and distributed to others using a TDF server, Graphical inter cept and engagement tools for close air support. Run-time and operator defined configurable track tags. Graphing and analysis utilities with user-defined track list formats and content. Complex track and plot display doctrine. Configurable display up date rate with full-function inset displays of areas of interest. On-screen performance monitors and configurable one-click operations for frequently used functions. Definable operator roles and associated functionality with the definable roles. Regio n associated automatic database displays (context-sensitive display of critical operational data). Digital record and playback controlled by operator independently at each display. The system should be able to support new or existing data sources accomp lished by extension of supplied base classes: Transport (UDP, TCP, XML, JMS, Solinet, etc.) is determined by the plugin/interface. Supports plug-in interface Solipsys Multi Source Correlator Tracker (MSCT). This system should be able to operate in a Jav a Script environment. The Performance of the system should be based on the following: 1. Have an average draw time of less than 280 msec with map offsets, 2. Hook inquiries of less than 1 sec with significant track or plot loads, 3. With history tur ned on 20,000 or more tracks supported. 4, Operates with dual-screen display processors. The following formats should be supported: 1. National Imagery Transmission Format (NITF) 2. World Vector Shoreline (WVS) 3. Digital Aeronautical Flight Infor mation File (DAFIF) 4. Arc Digitized Raster Graphics (ADRG) 5. Compressed Arc Digitized Raster Graphics (CADRG) 6. Controlled Imagery Base (CIB) 7. Digital Terrain Elevation Data (DTED) 8. WGS-84 Earth Model, Mercator, Orthographic, Equidistant Cy lindrical projections 9. This system should be expandable to rapidly adjust to a changing environment. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-12. CCR registration enables electronic funds transfer of contract payments. If your company is not already registered, please register in the CCR database at w ww.ccr.gov. Whether your company is a current or new registrant in the CCR database, your registration must indicate that you are a provider of NAICS 541519 under the Goods Services section of the registration to be eligible to receive a contract for th is solicitation. A DUNS number is required for CCR registration. If your company does not have a DUNS#, obtain one by calling 800-333-0505. If the prospective awardee for this request for quotes is not registered in the CCR database by the due date/time of this solicitation, including NAICS 541519 in the Goods Services section, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. Specifically, 52.212-3 Alt I shall be completed electronically at http://orca.bpn.gov by the solicitation due date to be eligible to receive an award for this solicitation. PARTIES INTERESTED IN RESPONDING TO RFQ may submit their quote in accordance with standard commercial practice (i.e. quote form, letterhead, etc.) and MUST INCLUDE THE FOLLOWING INFORMATION: Solicita tion number; offerors complete mailing and remittance addresses; discount terms; unit price per CLIN and extended total prices; CAGE Code; DUNS number; and Taxpayer Identification Number (TIN). Also, if quoting on an equal item, literature clearly showin g that the product quoted matches the recommended brand (color, design, and material) must be submitted in order for your quote to be considered.
