Description
The Internal Revenue Service (IRS) intends to issue a sole source Purchase Order for discriminant function modeling for analysis of IRS workload selection. The contractor will train no more than 4 IRS employees to use the modeling software Xeno, and assist the IRS in developing tools, methodologies and models to assist the operating divisions in modernizing tax administration functions. Discriminant function modeling, as used by the IRS in the tax return workload selection setting, is highly unique. The IRS has determined that only the use of Xeno software will assist the IRS in its requirements. The contractor?s assistance may include using IRS provided data in various modeling approaches, providing guided consulting regarding problem-solving, providing consultative advice to IRS during the development of alternative models, providing consulting services with respect to evaluating comparative performance of different modeling approaches, and troubleshooting issues arising from IRS model development. In addition, during the modeling phase, the vendor shall provide IRS with consulting with respect to how best to achieve each of the modeling approaches based on the vendor?s experience in risk modeling and expertise with Xeno. The contractor shall advise the IRS on how to evaluate the performance of the various modeling approaches that have different objectives. The contractor must have the following expertise: knowledge and experience with the design of detection control methods using taxpayer data, knowledge and experience with econometric analysis of large databases of taxpayer data, and familiarity with data produced by the IRS National Research Program (NRP). NRP data is a collection of data that measures reporting, filing, and payment compliance of Individual taxpayers. The NRP database is organized into various data tables, the schema of which will be discussed with the contractor when selected. These data tables can be accessed using a variety of different tools, including SAS, SPSS, SQL, and any other ODBC-compliant desktop applications. The contractor shall be expert at more than one of these software packages. The IRS Office of Research has identified InfoCentricity, Inc. of Novato, CA as the sole source to provide the services required. Responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail, no later than 15 days from the published date of this announcement. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to InfoCentricity, Inc.
