Description
NASA/GRC has a requirement for a LEED System compatible with an existing Molecular Beam Epitax/Surface Surface Analysis system manufactured by SPECs Scientific Instruments, Inc. The system shall be seamlessly compaitble with NASA's existing hardware, electronics and computer system and software. The LEED system, as a minimum, shall be in accordance with the following: a. Hardware shall be UHV compatible, capable of 200 degree C bake-out, and shall be capable of both quantitative and LEED studies and Auger spectroscopy. b. Shall be mounted on a DN150CF (8"OD) flange. c. Shall incorporate four high transmission gold plated molybdenum grids. d. Shall incorporate a miniature electeron gun (15mm diameter or less)and shall be completely light shielded with mu metal. Electron gun shall incorporate a thoriated iridium filament. e. Shall incorporate an integral multi-segment shutter to protect the optics. f. Nomimal working distance (sample to flange)shall be 254 millimeters. Optics shall have 100 mm z-retraction/extension. g. Hardware/Software to control the instrument, and the Data Acquisition Package shall be seamlessly compatible with the Government's existing equipment. NASA/GRC intends to purchase the items from SPECS Scientific Instruments of Sarasota FL in order to insure compatibility with existing equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 24, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
