- Description
- Joint Contracting Command –Iraq/Afghanistan, PARC-Forces, intends to issue a commercial firm-fixed priced IDIQ solicitation for the Management and Provision of Iraqi Bi-Cultural Bi-Lingual Advisors/Subject Matter Experts (BBAs/SMEs) to support, and be embedded with, Multi-National Corps-Iraq (MNC-I) and its Major Subordinate Commands (MSCs) to assist and provide advice in regards to reconstruction and democratization projects through-out Iraq. The solicitation will result in an IDIQ type contract with an ordering period of 24 months: 01 October 2006 through 30 September 2008. BBAs/SMEs shall be Western-oriented, educated professionals with an Iraqi background and be able to obtain a Secret Security Clearance. Additionally, BBAs/SMEs shall be able to communicate effectively, verbally and in writing, in both English and Iraqi dialect Arabic or Kurdish. BBAs/SMEs shall possess professional experience in one or more of the following areas: 1. Governance, to include Public Education, Public Safety, International Law, Public Health or Public Administration. 2. Economics and Commerce, to include Food and Agriculture, Economic Development, or Civilian Supply. 3. Public Facilities, to include Public Transportation, Public Works and Utilities or Public Communication. 4. Special Functions, to include Emergency Services, Environmental Management, Cultural Relations, Civil Information or Dislocated Civilians. Specific numbers and mixes of BBAs/SMEs area of professional expertise will be identified by Individual Task Orders. A Draft Statement of Work is issued concurrently with this notice.
