Description
The Defense Distribution Depot Oklahoma, Tinker AFB, OK has a requirement for the following cubing and weighting scales. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, Streamlined Solicitation for Commercial Items, Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). Reference Number is SB3100-6171-3086. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2005-12 and DFARS Change Notice (DCN) 20060814. This solicitation is 100% UNRESTRICTED. The North American Industry Classification System (NAICS) code is 333997 and the associated size standard is 500 employees. Line Item 0001 ? Cubing and Weighting Stations ? 1 AT = $_______________ (Price quoted should be quoted FOB destination). The contractor will provide all necessary equipment, labor, and expertise to make operational ten dimensioning scales which will include installation of all CPU units, monitors, mobile wireless, data transmission cables, and printer setup. The following requirements are prescribed parameters for the dimensioning scales include size and weight: 1. For the 30 lbs dimensioning scale the size will range from .1in x .1in x .1in and up to 18in x 13.5in x 13.5in. The scale will be able to handle a minimum of 4 ounces and up to 30lbs. DDOO will integrate two (2) Cubing and Weighting Scales with 30 lbs weight capacity, into the small/bare item area, within the Receipt Function. The dimensioning scales will handle high-volume loads, be size specific to small/bare items, have built-in computer work stations for ease of use and ingress/egress, and be mobile. The scales will include the following accessories: Interface Software, Mobile Cart, Serial Cable Assembly, Monitor and CPU Platform, Writing Platform, Power Supply for mobility, Deep Cycle Battery for mobility, and Bar-Code Scanner. 2. For the 100 lbs dimensioning scale the size will range from .5in x .5in x .5in and up to 24in x 24in x 36in. The scale will be able to handle a minimum of 4 ounces and up to 100 lbs DDOO will integrate four (4) Cubing and Weighting Scales with 100 lbs weight capacity, into the pallet breakdown/medium box area, within the Receipt Function. The dimensioning scales will handle high-volume loads, be size specific to medium boxes, have built-in computer work stations for ease of use and ingress/egress, and be mobile. The following scales will include the following accessories: Interface Software, Mobile Cart, Monitor and CPU Platform, Power Supply for mobility, Writing Platform, Deep Cycle Battery for mobility, and Bar-Code Scanner. 3. For the 150 lbs dimensioning scale the size will range from 3in x 2.5in x 2.5in and up to 48in x 40in x 40in. The scale will be able to handle a minimum of 4 ounces and up to 150 lbs. DDOO will integrate four (4) Cubing and Weighting Scales with 150 lbs weight capacity, into the high volume/large box stationary lines, within the Receipt Function. The dimensioning scales will handle high-volume loads, be size specific to larger boxes, and have built-in computer work stations for ease of use and ingress/egress. The scales will include the following accessories: Interface software, CPU workstation platform, Printer workstation platform, Bar-Code Scanner and Writing Platform. 4. The contractor will provide a Live Fire Test to ensure all dimensioning scales work within the prescribe parameters. The interface software must be compatible to ensure communication between Distribution Standard System (DSS) and the Cubing/Weighting Scales. 5. The mobile dimensioning scales will be tested to ensure the wireless data transfer is operation. 6. The two 30 lbs capacity and four 100 lbs capacity cubing and weighting scales will be mobile with a separate power supply for each unit. 7. The contractor will be required set up communications with DSS (Distribution Standard System), which is the mainframe host application to process all materials, and with all cubing/weighting workstations running TN-3270 terminal emulation software (Rumba) to access DSS. The cubing/weighting scales will communicate with the workstations using RS-232 serial communications and an interface software to populate fields within the DSS screens. Deliverables: (1) Operating Training: The contractor will provide a minimal two days training. Training should include material handling positioning, scanner operation, data input, and operator?s manual usage. (2) Maintenance Training: The contractor will provide a minimum of 8 hours maintenance training which would include setup, calibration, and power supply maintenance. (3) Operators Manual: The contractor will provide operators manuals which details procedures for equipment and a list of safety procedures when operating equipment. (4) Maintenance Manual: The contractor will provide owners manual for corrective and preventative maintenance and a list of required spare parts. Performance and/or Delivery Schedule: The contractor shall be required to deliver and install equipment within 90 days from the contract award and complete the operating test within 30 days after installation completion. Work Location: Defense Distribution Depot Oklahoma City Building 506 Tinker AFB, Oklahoma 73145-8000 Security Requirements: The contractor shall be required to follow all applicable installation security and safety requirements at DDOO. FAR provision 52.212-1 - Instructions to Offerors ? Commercial Items applies to this acquisition. Addenda to 52.212-1: The following two paragraphs are hereby deleted from this provision: (h) Multiple Awards and (i) Availability of requirements documents cited in the solicitation. FAR provision 52.212-2 - Evaluation ? Commercial Items applies to this acquisition. The Government intends to award one contract as a result of this Request for Proposal. Award will be based on the proposal that provides the total lowest delivered price, for the cubing and weighting scales and that meet the technical acceptability standard. The minimum criteria for technical acceptability shall be the submission of descriptive literature that clearly indicates the cubing and weighting scales proposed meets all the Government?s minimum requirements indicated by the salient characteristics listed above and submission of past performance information that provides evidence that the Contractor has timely delivered product to the customer. ?Descriptive literature? means information (i.e. cuts, illustrations, drawings, and brochures) that is submitted as part of a proposal. Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product quoted that are specified elsewhere in the solicitation and pertain to significant elements such as (1) design; (2) materials; (3) components; (4) performance characteristics; and (5) methods of manufacture, assembly, construction, or operation. The term includes only information required to determine the technical acceptability of the quoted product. The failure of the descriptive literature to show that the product quoted conforms to the requirements of this solicitation may result in the rejection of the proposal. Past performance information. The Contractor shall provide, preferably three (3), customer references for whom the Contractor has provided the same or similar type product. The past performance information should include the following for each reference: 1. Description of item provided 2. Contract number 3. Date of contract award 4. Contract established delivery date 5. Actual product delivery date 6. Dollar amount of contract 7. Issuer of contract ? Government agency or Commercial entity 8. Name and telephone for the point of contact for each contract References may be contacted as part of the evaluation process. Price If a proposal has been determined acceptable under each of the non-price factors listed above, the Government will then evaluate the proposal for the lowest price. The Contracting Officer has determined that there is a high probability of adequate price competition for this acquisition. Upon examination of initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer?s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price. Although the Government intends to award a firm-fixed price contract as a result of this solicitation, the Government reserves the right to reject any and all proposals Contractors are required to include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications ? Commercial Items (Alternate I) with its price proposal, proposed cubing and weighting scales descriptive literature and past performance information.
