- This is a pre-solicitation for commercial services using simplified acquisition procedures in accordance with FAR Parts 12 and 13 through Federal Acquisition Circular (FAC) 2005-12. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous (best value) to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). A separate solicitation will not be issued. The National Oceanic and Atmospheric Administration, Office of Education plans to develop and hold an education workshop based on climate and weather education. The workshop is planned for the March/April 2007 timeframe. NOAA requires professional technical services of a contractor with a strong background in climate education literacy. The Contractor shall develop a plan for the workshop in accordance with the requirements and deliverable listed in the attached Statement of Work entitled, "Developing a Framework for Climate and Weather Education Workshop". The government has budgeted approximately $45,000 for this requirement. A Firm Fixed price Award will be made to the business who presents the best value to the Government. Quotes will be evaluated on the following factors: Technical Approach, Past Performance and Price. The period of performance shall be from September 30, 2006 through May 31, 2007. Payment shall be made at completion. Interested qualified contractors shall submit a proposal to the Contract Specialist electronically at shirley.l.johnson@noaa.gov, fax to (301) 713-0806 or mail to NOAA/NOS/Acquisitions Division, 1305 East West Highway, Station 7618, Silver Spring, Maryland 20910. Proposals shall be no longer than eight (8) pages. Proposals must be received no later than 12:00 Noon (EST) Thursday, August 31, 2006.
