Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the FAR part 13 and Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, electronic quotes are being requested, a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. NAICS Code 541611 is applied, business size standard is $6.5M. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service(NMFS) Office of Habitat Conservation's (F/HC) seeks to develop its Cooperative Habitat Protection Partnerships (CHPP) initiative. Specifically NMFS has a requirement to provide a methodology for strategically identifying where CHPP should most effectively focus its resources to conduct projects in the estuaries and coastal regions of the Pacific Northwest.. This project is a regionally-based pilot and is not intended to be comprehensive in scope. NOAA may apply the complete methodology to other regions or may modify it. Total effort expended for this effort is not expected to aggregate more than 400 direct productive labor hours and associated travel over the year long performance window. Task 1: Collect and review data and information from Federal and state agencies, academic and non-profit organizations engaged in estuary research and monitoring. [Data collected by September 2006; Task 2: From the above data, and using the Conservation Action Planning model, develop draft conceptual ecological models of PNW estuaries and key species incorporating ecosystem and ecological processes and species interactions. Identify threats to these processes and interactions. [Draft models and threats completed by January 2007; Task 3: Working with the Wetlands Conservancy and Wildlife Conservation Society, identify effective indicators of ecosystem integrity that are biologically and socially relevant, measurable and cost-effective. Consider such indicators that are in line with existing regional efforts among state and federal agencies and others across the PNW. [Draft indicators identified by February 2007; Task 4: Convene a workshop of key players in estuary conservation in the Pacific Northwest and include watershed councils and interested local community members and groups to the extent practicable. The workshop will gather feedback and comment on the data, methods used and indicators developed. [Workshop completed May 2007; Task 5: Incorporate feedback from the workshop into final conceptual models and indicators, and produce a final report. Disseminate information from final report to key stakeholders. [Report completed September 2007; EVALUATION CRITERIA: The contractor will be selected based on past performance; technical merit, and price. The period of performance shall be Sept 1, 2006 through Sept 30,2007. Quotes must contain plans to work with all groups needed for accomplishing task 1 through 5. References: List references with proposal, offerors shall submit contract numbers, points of contact with telephone numbers, and other relevant information to allow for evaluation of performance of this acquisition. All criteria as listed herein are required. All responsible sources may submit a proposal that will be considered by the agency. Award may be made without any written or oral discussions with any offeror. The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and will be provided by the Contracting Officer in full text upon request.
