- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), Atmospheric Sciences Modeling Division (ASMD), Research Triangle Park, North Carolina, is issuing an intent to negotiate a sole source procurement with Dr. Steven Porter, for the period of one-twelve month base period, anticipated to begin September 26, 2006, and two-twelve month option periods, to continue providing and the enhancement of signal detection capabilities through the use of multiple receptor/single source models, analysis of variation at anthropogenic time scales, and refinement of background estimation through global climate modeling (Phase II). ARL has conducted extensive research investigating the impact of various environmental elements and the combination of theses elements as they appear simultaneously and their effect on the atmosphere and global air quality. The proposed research requirement is an expansion of the previous collaborations, between ARL and Dr. Porter, and the U.S. Air Force, referred to as Phase I, utilized the Monte-Carlo simulation method in performance of candidate statistical methods, when applied to individual time series to achieve finding. In Phase II, the contractor shall utilize multivariate signal detection models to determine the time (cross-correlograms) and frequency (co-spectral densities) based relationships among the existing monitoring sites and transport/dispersion model based signals, all previously furnished, using Phase I data, or other time series of interest to the ARL. The use of candidate models selected from neural network or state-space formulations will be assessed, and the variation at anthropogenic time scales (diurnal and weekly) in the previously provided time series of observations will be accomplished through wavelet and spectrum smoothing techniques of the same set of observed time series. Dr. Steve Porter is a leading scientist and expert on the development and use of detecting random signals in air quality time series. He is also the only person known who posses the expertise, knowledge, skill and abilities to meaningfully contribute to this collaborative research effort. This research is required to continue in the development and advancement in the scientific study of detecting random air quality time series which is directly related to ARL mission of global air quality and the impact on the atmosphere and human life. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 541690. The size standard is $6,000,000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Oct 2003) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by August 23, 2006. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
