- The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisition Center COAC) intends to purchase a Chameleon Multilabel Plate Reader and components manufactured by BioScan Inc. The item to be purchased is: 1), one (1) each of product #HI-425-105, Chameleon II multilabel microplate reader with five (5) measurement technologies including: Time Resolved Fluorescence, Fluorescence Intensity, Liquid Scintillation Counting, Luminescence, and Abosorbance. Includes a Fluorescein filter set (485/535nm), MikroWin Lite software and ability to upgrade to other measurement technologies. MikroWin requires a PC with Windows 98 or higher, 2), (1) one each of product #HI-425-2000, Temperature Control option (Ambient +2degree Celsius-42degree Celsius), 3) one (1) each of product #HI-426-110U, MikroWin upgrade advanced microplate analysis software and control interface for Chameleon, (4), All new instruments shall include a full one (1) year factory warranty on parts and labor. This requirement is under the North American Industry Classification System (NAICS) is 334516 and the Size Standard is 500 employees. This acquisition is solicited as a total small business set-aside. This award will be made based on the lowest priced technically acceptable quote meeting the product specifications and the Government?s. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later is determined by the contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include the quotation, an itemized price list, descriptive literature of the product quoted, the unit price, shipping and handling charges, if applicable, the delivery time period after an award of the contract, prompted payment discount terms, the F.O.B. point, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the government?s Contractor Registry System. Note: www.ccr.gov. The proposal must reference ?Solicitation number? NHLBI-PB-(HL)2006-298-DDC. Proposals will be due fifteen (15) calendar days from the publication date of this synopsis or August 31, 2006 by 8:30 a.m. local time, whichever is later. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
