- The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with the Duke University for a project on demographic and psychosocial correlates of John Henryism. Individual characteristics or traits that can help understand and possibly reduce the tremendous racial and socioeconomic disparities in health outcomes have been slow to emerge. Much attention has focused on the John Henry (JH) construct. However, JH construct has received only limited research attention and replicable findings have been slow to emerge. To move this area of research along, it is of great interest to analyze John Henry scores from carefully characterized in terms of age, race and socioeconomic characteristics. Such a collection of information accessible to Lab of Personality and Cognition researchers would represent a research resource that would address important questions regarding the relative role of psychosocial aspects in addition to age, education, race and other demographic characteristics. In order to perform sophisticated and comprehensive analyses of the John Henry construct it is necessary (1) to have carefully validated data file of John Henry scores from this racially balanced cohort and (2) scores on depression hostility social support and family environment and social network. The data set from this contract will significantly extend the traditional conceptualization and characterization of the JH measure. JH is an important variable that may be critical to explaining the frequently observed but little understood SES gradient and racial differences in health outcomes. This data set will be critical to our subsequent plans to conduct similar investigations of the JH construct in the HANDLS data set. To our knowledge, there exists no other sample or data set in the world available that has measured individuals in the Durham, North Carolina area that contains a racially balanced sample with the life-span grouping of community participants who have been characterized with this particular battery of psychosocial measures. At the present time no source other than Dr. Beverly Brummett of the Duke University Behavioral Medical Research Center can meet the requirements of this procurement. To our knowledge, Dr. Brummett is the only source that has this data available. A survey of the literature in this field shows that there are not other sources for this data. The North American Industry Classification (NAICS) code is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice is solely with the discretion of the government.
