Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with the University of Wisconsin, Department of Nutritional Sciences, 1415 Linden Dr, Madison, WI 53706 for training, dose measurement and bio specimen analysis for the Doubly Labeled Water substudy of the Health ABC Project as well as to certify the Deltatrac machines for measurement of resting metabolic rate, and to train and certify the staff in the use of these machines. The contractor will receive specimen shipments every two weeks from the Health ABC clinic sites (Memphis, TN and Pittsburgh, PA). For each of the participants, 3 urine specimens and 2 plasma specimens will be collected at the Health ABC clinic sites and sent to the contractor. Shipping costs will be paid by the clinic sites and are not covered under this contract. The contractor will perform all required analysis on the specimens and deliver the analysis results to the Health ABC Coordinating Center per the established study guidelines. Training will be conducted at such times when the data forms and Manual of Operations are available from the Health ABC Coordinating Center. Dr. Dale Schoeller is a world renowned expert in the assessment of energy expenditure and his laboratory has been evaluated as being among the best at performing the analysis of the data generated in population studies. Dr. Schoeller, who is based in the Department of Nutritional Sciences at University of Wisconsin, collaborated with the Health ABC investigators in the first DLW substudy. To minimize the variability in laboratory measurements between the original substudy and this follow-up study, Dr. Schoeller?s laboratory is the sole entity which can provide the services outlined in this contract. The North American Industry Classification (NAICS) code is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice is solely with the discretion of the government.
