Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with the National Academy of Sciences, 500 5th St., Washington, DC 20001 for a project involving follow-up contact of NAS-IOM WWII Twins Cohort. In the latest twin mailing, almost 80% of twins were non-respondents, meaning that we did not hear from the twin or got a notice from the post office that our mailing address was incorrect. For purposes of future follow-up, it is important that we know how many twins are currently alive and how many are contactable. In order to find this out, we propose to study twin non-respondents to the personality study and attempt to obtain definitive vital status information and addresses. We propose sending the records of all non-respondents with Social Security Number (SSN) to the National Death Index (NDI) to determine vital status. We would then take a sample of N=200 twins not known to be dead in NDI to be thoroughly searched by commercial tracing firms. The reason for sampling presumed living twins is that the per-twin cost for a thorough search will be relatively high. Dr. William Page of NAS-NRC Medical Follow-up Agency is presently the only known source who is the custodian for this data and has the authority to submit SSN?s to the NDI. A survey of the literature in this field shows that there are no other sources for these data. The North American Industry Classification (NAICS) code is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice is solely with the discretion of the government.
