- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to the World Health Organization (WHO), 1211 Geneva 27, 20 Avenue Appta, Geneva, Switzerland for the collection and analysis of data in developing countries to enhance their capabilities to reduce the burden of mental disorders. The WHO will evaluate and analyze information about the health care system and will develop country-specific strategies for mental health policy and service development. The period of performance is for a base year and up to two additional option year periods. The WHO is uniquely qualified to perform the services due to its international exposure and experience. The WHO has conducted the initial assessments of the status of 190 countries? policies, services, resources, and personnel in the mental health field. The WHO published and widely distributed this information in a document entitled Atlas Country profiles on Mental Health Resources (2001). In addition, the WHO has partners identified in 12 countries in 6 regions of the world. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Responses will be evaluated within a 5 day period upon closure of this announcement.
