Description
Background: The Office of Public Information is actively involved in responding to the 1987 Congressional mandate ?...to develop outreach programs aimed at the transfer of the latest scientific findings to all health professionals...in rural communities and other areas, and, to publicize the availability of its products and services...? In response to this charge, the NLM?s OCPL would like to acquire the services of a contractor to assist in the overall coordination of NIHMedlinePlus magazine?s quarterly production. Purpose and Task Description: The purpose of this procurement is to promote NLM?s work and activities to the public. Specifically, NLM has identified the need for a contractor to assist in the overall coordination of NIHMedlinePlus magazine?s quarterly production. Specifically, the NLM is seeking the assistance of a contractor to: 1) research, draft, revise, and prepare articles for publication in the quarterly issues of NIHMedlineplus magazine; 2) coordinate the development, drafting, revision, technical review, fact-checking, approval, and submission of articles for publication; 3) prepare for the moderating twice-weekly conference call meetings of NLM staff, NIH staff, and contractors involved in producing the magazine; 4) act as liaison with contract writers, information sources, NLM/NIH staff and others to ensure the efficient review, revision and approval of editorial material; 5) contribute ongoing editorial and design oversight to ensure the highest quality publication. Evaluation Factors: All proposals received on time will be submitted for review by the NLM Office of the Director, the NLM Office of Communications and Public Liaison, and other NIH staff familiar with the topic of this statement of work. This review will be arranged and conduced by the Project Officer. Selection of an offeror for award will be based on an evaluation of proposals against 1) technical factors, and 2) cost/price. Following review, a written summary of the review will be prepared and will be used to advise the offerors on the proposal that was approved. The following technical evaluation criteria below are listed in relative importance with weights assigned for evaluation purposes. A. Technical Merit. Quality and clarity of approach to accomplish the objectives of this statement of work. Evidence of work of a similar nature and of ability to accomplish milestones within the time frame. (50 points) B. Personnel. Qualifications, experience, and availability of proposed contractor. Resume detailing past work experience required. (25 points) C. Organization capabilities, experience and commitment, facilities and resources. Evidence of organization capabilities to obtain necessary cooperation to complete project. Is the offeror familiar with the NIH and NLM structure and subject matter? (25 points)
