Description
The Federal Lands Highway Division of the Federal Highway Administration is the primary road-builder for the National Park Service, Forest Service, Wildlife Refuges, and several other government agencies. The Central Federal Lands Highway Division is proposing to purchase one Dynamic Shear Rheometer (DSR) with the following capabilities. The DSR shall include a Dell laptop computer with the following: Ethernet card 100MB, USB port, 512 MB memory, 2.7 to 3.0 GHz processor, 40GB hard drive, and MS Windows XP Professional operating system. The system shall include all software to operate the DSR and all cables, connections, and hardware for complete setup. The DSR shall meet all requirements of the standard method of test AASHTO designation T 315-06, section 6. In addition to meeting the AASHTO T315-06 requirements, the DSR shall meet all of the following: 1. DSR shall include software for making AASHTO tests that is based on template for ease of use and operator training. 2. Template for asphalt testing shall include ones for temperature calibration and linearity checks. 3. Software shall be capable of allowing the user to set up test procedures without template guidance. 4. User shall be able to modify all non-AASHTO templates and save them as new templates. 5. Temperature calibration shall be integrated into the software without the need for a multimeter or similar device. 6. The results of temperature calibration shall be recorded to a file and the corrections needed to calibrate the DSR shall be entered into the software automatically. 7. A temperature calibration wafer shall be included with the DSR. The wafer should flat on both sides to facilitate good contact with the upper and lower plates. Good contact between the wafer and the measuring plates shall be via normal force which can be set to the desired level. 8. The DSR shall be able to recognize, read, and record the properties of measuring systems (upper plates), and the thermal units (lower plates). These properties shall include serial numbers, measuring system or thermal unit model numbers, and precise dimensions of measuring systems. Reading of these properties shall be accomplished via chips embedded in the measuring systems and the thermal units. Detection using labels attached to the outside of the measuring system shafts where they can be easily damaged shall not be acceptable. 9. Use of measuring systems or thermal units that not designed for use with a particular template should be prevented by software based on the identification chip embedded in each measuring geometry or thermal unit. 10. The sample temperature shall be controlled by upper and lower temperature control devices. These devices shall each work by Peltier effect and shall be synchronized with the other for optimum performance. The device shall control the change in temperature of the upper and lower plates by 20-30 degrees per minute in either heating or cooling modes. 11. The DSR shall be research quality instrument with the capability and software required to perform all of the tests that a research rheometer can perform. For example, provide a very wide torque range for determining rheological measurements on all types of asphalt materials from liquids to solids. 12. The DSR shall have a maximum torque of 125 uNm and a minimum torque of 0.5unm. The torque resolution shall be 0.002 unm. 13. DSR shall be equipped with an automatic gap control which corrects the gap based on temperature changes. 14. The DSR shall be equipped with an electrically commutated synchronous air bearing motor. 15. Normal force measurements shall be measured in the air bearing by capacitive response. 16. The DSR shall all electrical and mechanical control capabilities housed in a single unit to minimize lab bench space, facilitate the exchange of environmental systems, accessories, and modules. 17. The DSR should have a quick connect coupling system which provides one handed positive coupling of the measuring geometry to the instrument. 18. The DSR should be capable of communicating with the controlling computer or network with a built in Ethernet board, USB connections, or RS-232 connection. 19. Supplier must ship and deliver to Room A-1005 at our laboratory facilities at the Denver Federal Center, Building 52, Denver, Colorado 80225 20. Supplier must install and calibrate the DSR and train a minimum of 2 technicians at FHWA / CFLHD facilities at Denver Federal Center, Building 52, Denver, Colorado 80225. 21. Supplier must provide a warranty covering all parts and labor performed by the manufacturer?s representative, including technical services for a minimum of one year from installation of equipment. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation DTFH68-06-P-00170 is advertised on an unrestricted basis and will be awarded as a firm fixed-price purchase order. The NAICS Code is 333120, small business size standard is 750 employees. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-12, dated August 4, 2006, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b) (1), (7), (14), (15), (16), (17), (18), (19), (20), (21), (25), (26), (31). This procurement also includes FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered.
