Description
The Federal Lands Highway Division of the Federal Highway Administration is the primary road-builder for the National Park Service, Forest Service, Wildlife Refuges, and several other government agencies. The Central Federal Lands Highway Division is proposing to purchase one Closed Loop Servo Controlled Hydraulic Universal Testing Machine with 30,000 pound capability with the following capabilities. 1. 30,000 pound load capability in both compression and tension 2. Expandable compression & tensile testing capability utilizing optional manufacturer supplied fixtures. 3. Expandable modular system, such that additional components are automatically identified and recognized by the system (plug and play) 4. Load within 0.5% from 0.2% to 100% of capacity with typical resolution at least equal to 1/100,000 of capacity 5. Clearance Requirements: a. Minimum distance between vertical screws: 14 inches b. Minimum distance between lower platen & load cell: 22 inches c. Minimum hydraulic stroke: six inches 6. Speed Ranges: a. Platen rate: 0.050 inches per minute normally, with a range of 0 to 3 inches per minute b. Adjustable crosshead rate: 15 - 20 inches per minute 7. Load Rate: The ability to apply a uniformly increasing pressure at the rate of 2000 lbf/minute in accordance with AASHTO T 67 and ASTM E 4 8. Compression plate for table of machine, 6 inches in diameter 9. Power Requirements: a. Pump motor : 1 ? HP minimum b. Crosshead motor, reversing : ? HP minimum c. Automatic limit switches d. Electrical Requirements: 208 volts, 30 amps, 3 phase. 10. Automatic loading system backlash eliminators 11. Console mounted adjustable, motorized crosshead with push button control 12. Automatic hydraulic safety valves for overload protection. 13. Automatic piston zero positioner 14. Vertical load screw covers to prevent dirt and grit from contaminating screw threads 15. High resolution encoder and signal conditioning system providing indication, feedback and control of position and speed functions down to 0.002 inches per minute. 16. Retrofitted government supplied stabilometer that automatically obtains deflection and load readings in accordance with AASHTO T 190, and ASTM D 2844 17. The test machine must interface with the government supplied retrofitted stabilometer. The machine shall automatically collect and store vertical load, horizontal pressure, and the turns displacement readings in accordance with AASHTO T 190 and ASTM D 2844. 18. Extended load platen base 7 inches deep and 12 inches wide 19. Hand-held remote operation from at least 6 feet from console with: a. Ability to control system through keypad input. The remote keypad must control: 1. Loading and unloading 2. Pump start/stop 3. Automatic vertical load application and reduction to preset test values 4. Maximum Values 5. Emergency Stop b. Backlit LCD display reading live load in lbf and load rate in inches per second 20. Computerized controller provided with closed-loop control, allowing precise control of: a. Load rates b. Strain rates c. Position rates 21. Programmable segmented control functions that include the ability to control: a. Rate, hold and slow speed cycling b. Programmable end conditions that automatically switch control modes during test. Segment end conditions must be triggered by selected values of: 1. Strain 2. Load 3. Position 4. Time c. Must be able to run tests with set parameters without resetting the control functions for each test 22. Manufacturer will provide a Dell XPS 400 computer with a 17 inch flat screen monitor to operate machine (The FHWA/CFLHD lab uses only Dell PC?s for consistency purposes) 23. Manufacturer will provide a HP 7410 Officejet All-In-One printer with a required six ink color cartridge 24. Software to be included must contain, at least: a. User friendly graphic interface b. Test settings wizard c. Built-in recall functionality d. On-line help which includes the ability to print a user?s manual e. SQL DBMS (Database server); f. Standard device interface capability g. Test result creation capability h. Graph zoom capability i. Ability to print graphs and test results j. Generate graphs & reports independently from the screen display k. Multi-curve plotting capability l. Ability to export test results and curve data m. Calculate test results from archived data n. Must allow FHWA/CFLHD to provide customized reports including FHWA logo 25. Supplier must ship and deliver to Room A-1005 at our laboratory facilities at the Denver Federal Center, Building 52, Denver, Colorado 80225 26. Supplier must install and calibrate conforming to ASTM E 4 and train a minimum of 4 technicians, for a minimum of 4 hours at FHWA / CFLHD facilities at Denver Federal Center, Building 52, Denver, Colorado 80225 27. Supplier must have made a minimum of 6 machines that meet the stated requirements, and may be asked to provide a list of current machine owners. 28. Supplier must furnish two complete user manuals / operating manuals with machine schematics and maintenance schedule. 29. Supplier must give the option to selected FHWA/CFLHD technicians to visit the factory for pre equipment delivery training and specialized set up of the equipment that will be delivered to the FHWA/CFLHD lab. 30. Supplier must provide a warranty covering all parts and labor performed by the manufacturer?s representative, including technical services for a minimum of one year from installation of equipment. A maximum response time of 2 weeks for service problems will be allowed. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation DTFH68-06-P-00169 is advertised on an unrestricted basis and will be awarded as a firm fixed-price purchase order. The NAICS Code is 333120, small business size standard is 750 employees. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-12, dated August 4, 2006, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b) (1), (7), (14), (15), (16), (17), (18), (19), (20), (21), (25), (26), (31). This procurement also includes FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered.
