Description
The Department of Veterans Affairs Medical Center, VISN 6 Centralized Acquisition Service, intends to negotiate a sole source procurement with Clinical Image Management Systems (CIR). This proposed contract action is for the GAITRite portable walkway system for which the Government intends to solicit and negotiate with one source under the authority of FAR 603.2. The VA believes that CIR is the only company that can provide a system that: (1) supplies the only truly portable electronic with the use of a roll-up carpet, 1/8? thick, containing 16,128 sensors (2) can be laid over any flat surface (3) requires no placement of any devices on the patient (4) hardware does not require an internal A-D board to be installed in the computer andcommunicates with the serial/com port of the computer (5) software can be installed on an infinite number of computers, allowing for flexibility in both testing and analysis (6) has its own patient database, thus allowing for seamless storage and retrieval of patient information (7) offers a peer-reviewed scientific literature normal values database. The system offers a user defined normal values database and offers comparisons to either of these normal values. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within 7 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the above requirements. Information may be sent to Barbara Simmons, Contracting Office, VA Medical Center, Hampton, Virginia. 23667. Responses received will be evaluated however the determination to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the VA Medical Center will proceed with the sole source negotiation with CIR.
