Description
Amendment #2: The following RFQ (F1T0DR6174A100) was originally posted on FBO on 5 Aug 06, but was suspended by Amendment #1 on 7 Aug 06. The RFQ is now open again, with a new closure date. ***** The 96 Contracting Squadron, 96 CONS/MSCBA at Eglin AFB, Florida intends to solicit, negotiate, and award a Firm-Fixed Price contract for Installation and erection of a LMR / UHF / VHF TACTICAL Communications Tower at Duke Field, Eglin AFB, FL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. This announcement constitutes the only solicitation; a quotation is being requested, and a written request for quotation will not be issued. This solicitation is issued as Request for Quotation (RFQ) F1T0DR6174A100. The North American Industry Classification System (NAICS) code for this acquisition is 238210, and the small business size standard is $13.0M. This notice is a 100% small business set-aside requirement. Please identify your business size in your response based upon this standard. In addition to the attached Statement of Work (SOW), two simplified drawings are available upon request: (A) a plan of the required tower?s physical location in relation to Building 3078; and (B) a plan of the positioning of antennas to be installed on the tower. A dig permit for the Eglin AFB site has been obtained by the Gov. customer, and will be in effect for 30 days, and can be extended for another 30 days. A site visit will be held from 9:00AM to 11:00AM Central Standard Time on 24 August 2006. Interested parties for the site visit shall contact the Eglin AFB contracting office no later than 2:00PM Central Standard Time on 23 August 2006, and state how many vendor personnel will attend and give their names. Directions to the site visit are available upon request. Contact information for the Gov. contracting personnel responsible for this RFQ and the site visit is listed at the end of this document. STATEMENT OF WORK: Procure and erect an 80 foot communications tower for the 919 SOW/CP located at Building 3078, Room 254, Eglin Auxilary Field 3, Eglin AFB, Florida 32542. (1) Location of tower: North East corner of building 3078. (2) Tower project must follow all applicable building codes and at minimum TIA-EIA 222 standards. (3) Tower must have a built in lightning suppression system to protect radios, tower, building and antennas. (4) Contractor is responsible for all necessary dig and construction permits required by other than EAFB. (5) The UHF / VHF antennas in following items (6) and (7) need to be procured and installed on the new tower. Existing LMR and GV antennas in following items (8) and (9) need to be moved and installed on the new tower. New Low loss Antenna wire will run from the tower to adjacent build penetrating the side of the building below the roof line but above the inside ceiling. Conduit will be of sufficient size to accommodate all antenna wires. Conduit will run from the out side of the north wall building 3078 to the radio room inside the command post. (6) Install one each UHF antenna operating in the 225-399 Mhz range. Recommended antenna type AT18-197 / Attach antenna using 4? side arm. Location of this antenna will be the highest point practical on the tower. (7) Install one each VHF antenna operating in the 136-174 Mhz range. Recommended antenna type DC-80 / Attach antenna using 4? side arm. Location of this antenna will be the highest point practical on the tower. (8) Move four existing land mobile radio (LMR) antennas operating 380-400 Mhz range off there temporary mounts and transfer them to the tower. Stager antennas from top to bottom spacing antennas as far apart as possible to achieve best transmission and reception as possible. LMR antenna?s are omni directional stick. Currently these antennas are mounted temporally to the roof of building 3078. These antennas do not require side arms and can be attached directly to the tower with applicable hardware provided by the contractor. (9) Move existing Giant Voice antenna off of the roof of building 3078 and attach it to the new tower. Currently this antenna is mounted temporally to the roof of building 3078. This antenna does not require side arms and can be attached directly to the tower with applicable hardware provided by the contractor. (10) Antenna cabling must be low loss RF cable. (11) Contractor will remove all previously used existing antenna wire from the building and dispose of wire. (12) Project must be completed within 60 days after contact award.
