Description
This acquisition is to furnish services for equipment and installation of an Optellios Fiber Patrol fiber optic perimeter intrusion detection and alert system along the Westover Perimeter fence line at Bolling Air Force Base, which will be integrated with the existing video surveillance equipment. It is the intent of this agency to award to Securityhunter, Inc. The Contractor shall furnish and install fiber optic system FP1100 and a Fiber Patrol matrix module FP1100MIB with the following capabilities: A laser generator and detection component shall interpret distortion along the sensor element to alert security forces personnel through a graphic user interface (GUI) of potential perimeter breach along the fence line. A visual integration and camera positioning system shall incorporate into the customers existing Westover Video Surveillance system and provide a camera position change based upon the location of the fiber sensor threat. This will give the security forces visual assessment of the potential perimeter breach. The contractor shall furnish all equipment and installation to ensure the security forces have this capability at the Security Forces building (Building 421) Control Center and at the Security Forces alternate desk (Building 6126) Control Room. The contractor shall provide a system that is compatible with the existing video surveillance equipment and cameras installed at the Westover perimeter and computer processors at the Security Forces building (Building 421) Control Center and at the Security Forces alternate desk (Building 6126) Control Room. The contractor shall relocate the present power source(s) along portions of the existing configuration. The contractor shall install a fiber optic sensor cable, attached to the Westover fence and extending from the end of Bolling AFB Main Gate to the end of Bolling AFB South Gate, approximately 5,999 feet. The contractor shall trench under three manually operated hinged gates to continue sensor connectivity through each mobile gate section, and from fiber optic splice point to fence. The contractor shall sleeve and seal fiber optic cable, and restore all areas to its original state. The contractor shall provide mobilization of excavation equipment. The contractor will identify outside plant underground utility cabling route, obstructions and connection points, measure distances and create draft route map. The fiber optic sensor cable shall be connected by fusion splice to an existing fiber optic infrastructure. The contractor shall fusion splice new fiber into existing fiber trunk line at approximately 3,400 feet south of the Main Gate, at the Security Forces building (Building 421) Control Center, and at the Security Force?s alternate desk (Building 6126) Control Room and identify, protect and seal as required. Contractor shall label all fiber optic and electrical cables individually with unique, permanent tags. As-built drawings shall be provided to the Government upon completion of the project which clearly identifies cable routes, cable termination ID?s and throughput fiber certifications. Outside plant fiber optic and electrical cabling shall be properly sealed and protected against environmental conditions in accordance with National Electric Code (NEC) regulations and industry standards. All fiber optic lines shall run underground. The contractor shall install a laser generating and detection system at the Security Forces building (Building 421) connected to the fiber backbone to provide all fiber optic sensor cable power. This component provides ALL power for the fiber optic sensor element. Additional Government work stations to the Public Information Display System (PIDS) shall be connected via a dedicated computer (10/100Mbs) network. These work stations are computer elements similar to PC?s and shall allow operators to remotely operate the PIDS system that is located in the security forces building. Additional workstations can be added to the system for remote monitoring to accommodate future needs. The contractor shall pull fiber optic cable extension from Security Forces communication room through existing ceiling cable tray to Security Forces Control Room laser equipment. The contractor shall install fiber patrol head end equipment; test and tune. The contractor shall install video matrix and integrate with fiber patrol FP-1100 unit. The contractor shall coordinate configuration and presets with customer. The contractor shall walk the site with Bolling?s civil engineers and Security Force?s points of contact before any installation is conducted. Design and planning deliverables required by the contractor shall be given to the customer upon request. The contractor shall provide all materials to include fiber optic cables (except for those specified as Government Furnished Materials), supplies, parts, labor, and contractor-owned tools, equipment and incidentals to complete this project. Contractor shall install and test fiber optic cable at Bolling AFB. After each test, contractor shall provide electronic cable test results to the Quality Assurance Personnel (QAP) within 5 days of completion. The contractor shall provide all successful test results or provide documentation indicating successful test results. The contractor shall ensure all fiber optic cable enclosures are labeled appropriately to facilitate easy identification of ?available? cable pairs and ?in use? cable pairs. Fiber optic cable assembly (FOCA) kits will be clearly marked to indicate termination points on both sides of the connection. All strands shall be clearly labeled to indicate which camera it corresponds to. All fiber optic cables must be properly labeled in a fiber optic cabinet meeting industry practices and all EIA/TIA standards. The contractor shall provide ?as-built? drawings in AutoCAD format and all tests results both electronically and printed within 30 calendar days of completion of this project. (The Government shall provide floor plan templates when available). Contractor?s format for test results is allowed. The contractor shall pay for all repairs and any damages resulting from his/her negligent actions in accomplishing this project. The contractor shall furnish the QAP with the date, location, type of damage occurred, and cost of repair within 24 hours after the damage becomes visible. This data shall be recorded and will become a part of the permanent contract record. Street crossing shall be limited to seven (7) calendar days maximum for any utility crossing the roadway. Any required cabling that has to cross the road at any point in order to provide connectivity should be done within 7 days to include all digging, cutting and back fills. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent. If no affirmative written response is received within 14 calendar days after publication of this synopsis that a comparable source is available, and award will be made to Securityhunter, Inc. mentioned above. The performance period for this shall commence on or about 20 Sep 2006.
