Description
1.This notice will serve as notification of a sole source acquisition to: Procure from James River Technical Inc the 64 Processor Super Computer, SGI Altix 4700. This super computer has 512 gigabytes (GB) of globally shared memory and 3200 megabytes per second (MBps) interconnect. The super computer must be compatible with the software requirement listed in the Government?s specifications listed below. The delivery date desired is 30 September 2006. Listed below is the Government?s minimum requirement for a super computer: a. Computational and Memory Capability i. Multiprocessor capability ii. Binary compatible with Itanium2 64-bit chip architecture iii. 64 or more separate physical central processing units (CPU) iv. Able to scale to 512 or more processors v. All processors must be accessible within a single system operating system (OS) image vi. All CPUs must be able to address any address of physical or virtual memory; in other words, globally addressable shared memory. vii. CPU to memory characteristics 1. Message Passing Interface (MPI) latency less than 1.5 micro-second (?sec) 2. Bandwidth-per-link to memory: 3200 megabyte per second (MBps) viii. Total on-board memory must be minimum 512 gigabyte (GB) random access memory (RAM), expandable to 768 GB RAM or greater ix. Total System memory must be expandable to 1 terabyte (TB), with expansion hardware (daughter boards, off-motherboard) b. Input / Output Capability i. Local storage 1. 100 TB total locally-usable disk-based storage (raw capacity) 2. Configured to handle two simultaneous hardware faults via Level 5 RAID plus hot-spare 3. A single cold-spare disk drive of each unique manufacturer model 4. Disk drives accessible by CPU via fiber channel (FC) 5. 4 Gbps FC interface to local storage ii. Network connections 1. 2 gigabit Ethernet ports, electrical (Cu) c. Environment Characteristics i. Power / Uninterruptible Power Supply (UPS) 1. UPS to provide shutdown and power-off of complete system within ~10 minutes, complete ride-through of 5 minute power outage 2. UPS connects to 240V/208V USA line power systems d. Software i. Multithreaded multiprocessor operating system with a single-system image ii. Operating systems experience (greater than 5 years) utilizing systems of 64 CPU or greater iii. Binary-compatible with Red Hat Enterprise Linux3 based OS with proven multiprocessor and multithreaded scalability processing enhancements iv. Compilers must support multithreading and multiprocessing open MP, MPICH utilizing hardware interconnects (shared memory or numalink) 1. Intel Fortran, Intel C, Intel C++, Intel Fortran95, Java, LAM, PVM, perl, python, Math Kernel Library (MKL) v. Batch job scheduler available for this platform vi. Proven compatibility with large (up to 1024 CPU) finite element analysis code vii. Encryption packages appropriate for SSL and OpenSSH for use within the USA e. Service and Support i. Three (3) year on-site support, maintenance, upgrade on OS patches, OS new releases, and PROM and firmware updates, security patches ii. Next day parts replacement on all hardware components 2. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Parts 12 & 13. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS Code: 541512 3. DFARS 252.212-7001, Contract Terms and Condition Required to implement Statutes of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of DFARS 252.204-7004 Alt A, Required Central Contractor Registration.
