Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement cons titutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 effective 0 4 Aug 2006 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, current to DCN 20060814. It is anticipated that payment will be made by Government Visa Credit Card. This requirement is 100% set-aside for small business. The North American Industry Classification System (NAICS) is 327910 with a size standard of 500 employees. All prospective bidders must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.ccr.dlis.dla.mil/ccr/sc ripts/index.html. This solicitation is being issued on a brand name or equal basis. All offerors proposing an equal item shall demonstrate that the proposed item meets or exceeds all of the following minimum salient characteristics of the brand name item being solicited. This solicitation contains one Contract Line Item Number (CLIN) 0001; Quantity  1; Unit of Issue  System; Description - Sponge Jet Inc. Media Blast Recovery System comprised of the following: 1 each 400L HP Feed Unit w/ Whipline  Ite m No. SJE-FE-400HP; 1 each 50 foot 1 ? inch I.D. Whipline Assembly  Item No. HP-WHIP-1.25;1 each #8 Wide Entry Venturi Nozzle  Item No. HP-NZ-8-WEV;1 each 50 foot additional 1? inch blast hose extensions  Item No. HP-BHEXT-32;1 each 35-P Recycler  Item No. SJE-RE-35P;50 each Silver #120 media 30lb bags  Item No. SJM-S-120;50 each Silver Sponge # 80 Grit 30lbs  Item No. SJM-S-80; and 50 each Silver Sponge #30 grit  Item No. SJM-S-30. The proposed system will be operated in a medium to heavy-duty indu strial environment and shall be capable of continuous operation over an extended period of time with minimal maintenance and upkeep. The blasting operation will occur in a remote location from the abrasive blast machine. The proposed system shall be used in an industrial manufacturing environment having limited space. The system shall be used to abrasive blast metal surfaces, recycle the used media, and allow for the reusable portion of the media to be returned to the system for further use. For portabil ity, the components shall be mounted on heavy-duty lockable caster wheels, two swivel casters for steering and one of which locks for stationary operation. The proposed system will be operated in an industrial environment and shall be capable of operation over an extended period of time with minimal maintenance and upkeep. The blasting operation may occur in a remote location from the abrasive blast machine. The proposed system shall be used in an industrial manufacturing environment. The proposed equipment shall fit within the following site dimensions: Maximum Feed Unit Dimensions (LxWxH): ............. 51 x 36 x 72 (in) Maximum Recycler Unit Dimensions (LxWxH): ....... 33 x 33 x 48 (in) Maximum Feed Unit Weight (Empty): ...................... 1160 pounds Maximum Recycler Unit Weight (Empty): ................ 350 pounds ENVIRONMENTAL CONDITIONS - The unit shall be designed to operate in a dust laden industrial environment. Temperature Range: ........................ 30o to 110 oF Relative Humidity: .......................... up to 100% Non-Condensing COMPRESSED AIR - The unit shall operate from a single source supply of dry, compressed air which delivers 375 CFM at 100 PSIG. The Components Shall Be Delivered Fully Assembled and when connected to the appropriate utilities, shall be capable of performin g its intended function in accordance with the operation and performance requirements specified herein. Portability - For portability, the units shall be mounted on caster wheels, of which one locks for stationary operation. Blast Unit - The blast unit shall be a single chamber unit with the following characteristics: a. ASME - Section VIII coded tank, certified for a working pressure of 125 PSIG (minimum). b. 14 cubic feet (minimum) pressure vessel. c. The pressure vessel shall have a gasketed manway for interior access. d. Overpressure protection shall be provided by means of a rupture disc assembly or relief valve to protect the equipment in case of pressures exceeding the working pressure rating of the pressure vessel. e. A pneumatic, auger delivery system to control the quantity of abrasive mix into the air stream. f. Abrasive feed unit regulator to allow for blasting pressure and media feed rate adjustment. g. 2-inch piping system. h. 2-inch compressed air supply valve. i. Blast outlet for 1.25 inc ID blast hose. Recycler Unit- The recycler unit shall have the following characteristics: a. The recycler unit shall use a pneumatic or electric vibratory style assembly, with a specially weighted rotating spindle, to move media across the screen(s). b. The recycler unit shall remove large debris and powdery residues from the abrasive media using classification screen(s) with the ability to process up to 800 pounds per hour. c. The recycler unit shall remove large debris using a #3 mesh stainless steel classification screen and be collected in a 2-inch (minimum) trash discharge pipe. d. The recycler unit system shall remove powdery residue using a #16 mesh stainless steel classification screen and be collected in a 2-inch (minimum) trash discharge pipe. Main Control Panel - The unit shall be supplied with a pneumatic control panel, which shall include the following: a. A NEMA 12 enclosure b. Emergency stop button located on the exterior of the panel c. Pressure gauges for blast unit, media pressure and line pressure shall be located on the panel in a visible location. d. Moisture separator (if needed) to remove any liquids from damaging instrumentation. Hoses - The following hoses be supplied and meet the requirements of ISO 3861 per 2.6: a. Pneumatic (deadman) remote control. The controls shall have a rugged (trigger) switch and shall be supplied with 50 feet (minimum) of control cable. b. The unit shall be supplied with a #8 Saber Blast nozzle. Spare Parts - The following shall be furnished with equipment: a. Repair kit to feed unit. b. Repair kit to recycler. c. High performance blast nozzle This solicitation is being issued as a Request for Quotations (RFQ). All proposals shall be clearly marked with the RFQ # W81R8T61980003 and emailed to Dale.Neal@yuma.army.mil or sent by facsimile to 928-328-6849 no later than 8:00 AM MST, August 25, 2006 . Delivery of the system shall be within 30 days of receipt of order, delivery and acceptance point is Fob Yuma Proving Ground, AZ. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition.
