- THIS IS A NOTICE FOR A SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION. This solicitation, W91GXZ-06-R-0018, Communications Media Commission - Training and Capacity Building, is issued as a Request for Proposal (RFP). This action is unrestricted and provides for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, Effective 4 August 2006 and Class Deviation 2005-o0001 and DFARS Change Notice DCN 20060814 Edition. The associated NAICS code is 611430. The Joint Contracting Command ? Iraq/Afghanistan (JCC-I/A), Baghdad, Iraq, desires to procure Staff and Management Training and Capacity Building for the Iraqi Communications and Media Commission (CMC). Location of performance will be in Baghdad, Iraq. It is the intent of the Government to award one Firm Fixed Price (FFP) contract. The FFP contract will have a total Period of Performance of two years from the date of award. The Contractor shall provide a comprehensive and extended management training and support program over two years in duration, the specific objectives of the service contract are: to strengthen the regulatory capacity of the CMC for the elaboration, promotion and enforcement of regulatory measures in line with best International practice, with a view to sustain the development of the telecommunications and broadcasting sectors, by improving the CMC?s regulatory capacity, awareness and understanding of the market structure and dynamics, of the economic and technical aspects of regulation; to promote a good public and industry awareness about the regulatory regime; to improve the professional capabilities of the CMC?s personnel ? at all levels, by appropriate training, advice and support; to develop contacts, mutual knowledge and links of co-operation between the CMC and members of the telecoms and media community; to assist in the facilitation and support joint activities and interaction between other national regulators and the ITU; to encourage co-operation and exchange of know-how and best practice by fostering partnerships between Training institutions, the professional sector and companies as well as through ?Training of Trainers?. All offerors may submit a proposal which shall be considered by the agency for: (a) Technical Capability, (b) Iraqi Socioeconomic Program Promotion, (c) Past Performance, (d) Price. Basis of Award: Award will be made to the offeror whose proposal represents the best value to the Government as a firm fixed price single award contract. Offerors are advised that the Government seeks proposals which demonstrate the greatest technical ability at a reasonable, realistic, and affordable cost based on the evaluation factors listed above. Therefore, evaluated cost will be compared to technical competence and a cost/technical tradeoff conducted to determine which offeror represents the overall best value to thee Government. The Government reserves the right to make an award to other than the lowest priced offeror or to other than the offeror with the highest technical score if the Contracting officer determines that to do so would result in the best value to the Government.
