COMBINED SYNOPSIS/SOLICITATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals ar e being requested and a written solicitation will not be issued. The solicitation number is W9133L-06-R-0042 and will be issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-12. All responsible sources may submit a firm-fixed price (FFP) proposal which shall be considered by the agency. Proposal shall be labeled with solicitation number. b. The Government intends to contract for a multimedia production to support and complement program goals and initiatives. Contractor shall develop, write, and produce a multimedia production woven together with the following themes: consequences of alcoh ol/tobacco/drug abuse, stress management skills, decision-making skills, goal-setting skills, communication skills, influence of media on substance abuse, school/peer/parental bonding, and respect for self and others. Contractor shall complete this produc tion in multimedia DVD format. c. Contractor shall submit a proposal including a Management Plan, Statement of Work (SOW), Quality Assurance Plan, Past Performance References and Cost Proposal to meet the following objectives: i. Develop a multimedia production woven together with the following themes: consequences of alcohol/tobacco/drug abuse, stress management skills, decision-making skills, goal-setting skills, communication skills, influence of media on substance abuse, sch ool/peer/parental bonding, and respect for self and others. The viewing length of the production shall be between 45 and 60 minutes. ii. Provide proof of concept, storyboard, and suggested production title to Government before commencing with production. iii. Write a multimedia production woven together with the following themes: consequences of alcohol/tobacco/drug abuse, stress management skills, decision-making skills, goal-setting skills, communication skills, influence of media on substance abuse, sch ool/peer/parental bonding, and respect for self and others. The viewing length of the production shall be between 45 and 60 minutes. iv. Provide storyline, draft script, and suggested production title to Government before commencing with production. v. Produce a multimedia production woven together with the following themes: consequences of alcohol/tobacco/drug abuse, stress management skills, decision-making skills, goal-setting skills, communication skills, influence of media on substance abuse, sch ool/pe er/parental bonding, and respect for self and others. The viewing length of the production shall be between 45 and 60 minutes. vi. Provide a proof copy of production for Government edit and review before final cuts and final press of production. vii. Complete production in multimedia digital format for DVD presentation. viii. Develop, write, and produce a written introductory-style script to be used by personnel for introduction of multimedia production in DDR scheduled venues. The speaking length of the introductory script will be between 3-5 minutes. ix. Provide a proof copy of introductory script for Government edit and review before final version is produced. x. Coordinate with Counterdrug Program contract personnel and program managers at headquarters and within the various CD field offices. xi. Provide technical assistance to all CD Program personnel or entities as required for project completion. xii. Coordinate with other Government personnel and contractor team members as required for project completion. xiii. Display the National Guard Counterdrug Logo and/or tagline on all printed material and marketing/advertising material that are part of or related to this production. xiv. Have experience and proven track record of coordination, affiliation, and presentation of multimedia events to public school systems and students. xv. Deliverables: 1. Monthly Status ReportContractor shall submit a monthly report, due by 10th workday of each month, which summarizes significant events, progress, and actions during the previous month. 2. DDR Signature Multimedia ProductionContractor shall deliver a complete, final multimedia production in multimedia digital format for DVD presentation. Contractor shall deliver ten (10) DVD copies of the completed production in a protective DVD jacket or case. Milestone Four deliverable. 3. DDR Introductory ScriptContractor shall deliver a complete, introductory-style script at completion of production. Contractor shall deliver script in ten (10) written copies and electronic format compatible with Microsoft Word. Milestone Four deliver able. xvi. Milestones: 1. Milestone One: The Contractor shall provide proof of concept, storyboard, and suggested production title to Government by 4:00 PM on the 15th day after contract award. Government will have 14 days to respond to Contractor with comments/changes to Mile stone One deliverable. Final Milestone One date will be determined at time of contract award. 2. Milestone Two: The Contractor shall provide storyline, draft script, and suggested production title to Government by 4:00 PM on the 45th day after acceptance of Milestone One. Government will have 14 days to respond to Contractor with comments/changes to Milestone Two deliverable. Final Milestone Two date will be determined at time of contract award. 3. Milestone Three: The Contractor shall provide a proof copy of multimedia production for Government edit and review. The Contractor shall provide a proof copy of introductory script for Government edit and review. This will be provided to the Governme nt by 4:00 PM on the 120th day after acceptance of Milestone Two. Government will have 14 days to respond to Contractor with comments/changes to Milestone Three deliverables. Final Milestone Three date will be determined at time of contract award. 4. Milestone Four: The Contractor shall deliver the DDR Signature Multimedia Production and DDR Introductory Script in the format specified in paragraph 4, Deliverables. Milestone Four deliverables shall be delivered to the Government by 4:00 PM on July 6, 2007. Government will have 14 days to respond to Contractor with acceptance of Milestone Four deliverables. Final Milestone Four date will be determined at time of contract award. xvii. Period of Performance: Project shall commence on/or about September 15, 2006. Final Milestone Four deliverables, DDR Signature Multimedia Production and DDR Introductory Script, shall be delivered to the Government by 4:00 PM on July 6, 2007. Final period of performance dates will be determined at time of contract award. xviii. Government Furnished Items: The Government shall provide electronic and written copies of the Counterdrug DDR logo and tag lines to the Contractor. The Government shall coordinate and provide access to Government facilities as required for scene se lection and shooting during the production. The Government shall coordinate and provide access to Government equipment as required for scene selection and shooting during the production. The Government shall provide a liaison to the Contractor for coordi nation and subject matter expertise on Government and military matters related to the successful completion of the production. xix. Security: Work under this task order is UNCLASSIFIED. The contractor shall comply with all applicable Department of Defense (DoD) security regulations and procedures during the performance of this task order. The contractor shall not disclose and mu st safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products that are obtained or generated in the performance of this task order. If necessary, the contractor will be required to prov ide clearances for personnel requiring access to Government facilities, computers, and workstations. d. The provision at 52.212-1, Instructions to OfferorsCommercial Items, applies to this acquisition. e. The provision at 52.212-2, EvaluationCommercial Items, applies to this acquisition. The evaluation criteria will be technical, price, and past performance. Evaluation will be made consistent with customary commercial practices. f.
