Description
Non-Line of Sight ??? Cannon (NLOS-C) 155mm XM-1063 Non-Lethal Artillery Support Contract The US Army TACOM - Picatinny Center for Contracting and Commerce in support of the US Army Research Development Engineering Command ??? Armament Research Development and Engineering Center (RDECOM-ARDEC) is seeking sources for program and technical support services. The period of performance is anticipated as 1 year from the date of contract award. Successful results of test firings in FY05 and FY06 have set forth a final feasibility test firing which is required in FY07 in order to demonstrate meeting a criteria of Technology Readiness Level of 6 prior to transitioning of this concept and the 155MM Non-Lethal artillery program to the Program Manager in FY08. Additional contractor engineering design, development, fabrication support and test analysis efforts are required in order to complete the FY07 demonstration test. Upon completion of the FY07 demonstration test, The XM1063 shall transition to a Systems Acquisition effort under a Program Manager in FY08. In order to meet these needs, the US Army intends to solicit, negotiate and award on a sole-source basis to General Dynamics Ordnance and Tactical Systems (GD-OTS), Redmond, Washington under the authority of 10 USC 2304(c) (1) as implemented by FAR 6.302-1(a)(2) ??? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Acquisition Streamlining Procedures are anticipated to be followed through the use of Alpha Contracting. However, all interested contractors are encouraged to submit a response to this notice. The respondent should demonstrate the ability to meet the Government???s required support needs stated above and must include proof of the ability to provide the following type services ??? Program Management; IPT Meetings And Teleconferences; Engineering Support And Analysis; Flight Testing; and, XM1063 Design Refinement. The complete requirements will be included in the Statement of Work (SOW) issued with the RFP. The Federal Service Code for this program is AC54, NAICS code is 541330, and the SIC code is 8711. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 15 days from the date of publication of this notice. No telephonic responses shall be accepted. All responses shall be unclassified. All responses shall be submitted electronically to Mr. William Coolbaugh, Contract Specialist at william.coolbaugh@pica.army.mil. This is a sources sought notice for planning purposes only.
