Description
This is a Sources Sought (SS) announcement only. The sole purpose of this synopsis is to identify potential sources only. This SS announcement is not to be construed as a commitment by the Government for any purpose. The United States Army Aviation and Missile Command (AMCOM) and the United States Army Program Executive Officer for Simulation, Training and Instrumentation (PEO STRI) Project Manager Instrumentation Targets and Threat Simulators (PM ITTS) Targets Managem ent Office (TMO) are seeking sources for a non-pyrotechnical, portable ground launching system for a variety of diverse aerial target systems used in live fire tracking and engagement testing by air defense missile systems to be conducted on Department of Defense test and training ranges. The TMO procures, operates, and maintains a variety of aerial target systems to support Army test and training operations worldwide. Aerial targets included in this SS announcement are the MQM-107 (1444 pounds gross weight / 145.6 knots launch speed / 4.5 8 G nominal acceleration), MQM-170 (100 pounds maximum gross weight / 60 knots launch speed), YMQM-171 (450 pounds maximum gross weight / 70 knots launch speed), and a future target system (700 pounds approximate maximum gross weight / 87 knots approximate launch speed). These targets are currently launched from a variety of launcher rails using an assortment of launch assist techniques including rocket assisted takeoff and pneumatic pressure. The TMO is interested in reducing cost associated with launching targets and desires to consolidate its fixed wing aerial target launcher systems into a single launcher that is capable of meeting the weight and airspeed requirements of the family of aerial targets, does not employ pyrotechnical devices in any form, is completely independent of any external power requirements, is capable of operating in harsh range conditions; is fully transportable by road, rail, air, and sea; is capable of being set up and fully operational in the field in less than four hours by no more than four individuals, is capable of being converted to launch different target systems in no more than 30 minutes by four individuals operating in the field, is capable of being disassembl ed and packed for transport at a field location in no more than four hours by four individuals, is capable of multiple target launches once set up at a range site with no more than ten minutes between launches including aerial target loading onto the launc her, is capable of being maintained and repaired under field conditions by trained personnel with a minimal need for special tools or test equipment, and is very inexpensive to operate, i.e. less than $50 per launch event. Launcher systems may be self-pro pelled or towed. Launcher system should be sufficiently robust to handle multiple launches on a daily basis and approximately 1000 launches annually. A multiple launcher solution will be considered if it provides an optimal operational cost solution. The launcher system will be operated on Department of Defense and Allied Nation test and training ranges within the United States and overseas. The launcher systems will be required to operate during periods of daylight and darkness and under Basic, Hot-D ry, and limited Cold-Wet climatic conditions. Sources are sought which have existing mature hardware (either COTS or as a result of R&D) as well as sources with experience in similar/compatible projects who may be interested in providing aerial target launcher systems to the Government. Any company w ith the expertise to provide the required target launcher system is invited to submit a statement of interest by 30 Sep 06 along with data to substantiate its qualifications. Data provided to substantiate qualifications should include information on curren t products meeting, the general characteristics stated in this announcement and the reason(s) a suggested product could be expected to achieve the capabiliti es requested. Sources with similar/compatible experience should provide the contract number of any current or previous government contract(s) for similar products. Sources should provide a rough order of magnitude for meeting the launcher requirements in cluding purchase price for existing launcher systems. The submission of a statement of interest does not constitute participation in any future request for proposal. This SS announcement does not constitute a request for proposal. Responses to this SS announcement will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this SS announcement.
