- The US Department of the Interior, Minerals Management Service, intends to issue sole source contract in the amount of $120,000 to the National Academy of Sciences (NAS) in support of the National Research Council's (NRC) Ocean Studies Board (OSB) core activities in accordance with FAR Part 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance will be through December 31, 2008, beginning upon date of award. Place of performance shall be at the Vendor's facilities. The initial obligation will be $40,000 in 2006. The remaining allotments will be made pending the availability of funds. The board membership shall be drawn from ocean experts in academia and the private sector. The board shall explore the science policies and infrastructure needed to understand and protect coastal and marine environments and resources. The board shall exercise leadership within the ocean community by helping identify and communicate the needs of the field, respond to specific requests from government agencies and Congress whenever called upon to do so, and oversee a variety of study projects related to ocean science and engineering and their impacts on policy. The Board shall help the US government agencies to develop strong research programs and good practices that are responsive to both intellectual opportunities and national interests and suggest ways to use new knowledge to manage ocean resources wisely. The Ocean Studies Board is the focal point within the NRC for ocean-related science, engineering, and policy issues. The NRC serves as an independent adviser to the Federal Government on scientific and technical questions of national importance, receiving no compensation except for expenses. Jointly administered by the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine it brings the resources of the entire scientific and engineering communities to bear on national problems through its volunteer groups. The National Academy of Sciences was incorporated by an act of Congress in 1863 and is further governed by the Federal Advisory Committee Act Amendments of 1997. The OSB is the only one of its kind and serves as a valuable unique focal point for the ocean community. The operations of the board are funded by a number of Federal agencies, including the US Navy, National Science Foundation and the National Oceanic and Atmospheric Administration to name just a few. The NAICS code for this requirement is 541690 "Other Scientific and Technical Consulting Services." This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
