- NASA/MSFC has a requirement for additional hardware and software that is completely compatible with the hardware and software currently used by the Structural Dynamics Test Branch to acquire and analyze modal test data. The hardware includes (1) additional hardware modules (LMS Model V12-A) which are identical to modules currently used by the Structural Dynamics Test Branch and which can be interchanged with modules in existing Model 305, 316, and 317 Scadas mainframes, (2) upgraded source generation modules (LMS Model VDAC) which will allow controlled shutdown during sine testing and which are interchangeable with the current LMS QDAC source generation modules, (3) an 8-channel mobile Scadas which can be operated using existing software drivers, and (4) a portable workstation configured with all software, drivers, and interface hardware to operate both the new and existing LMS data acquisition systems. The procurement will also provide a complete system verification/upgrade for all existing Scadas hardware. The software provides for the migration of an existing UNIX-based LMS data acquisition system to the upgraded software running in a native Microsoft Windows environment. The software allows the operation of the proprietary LMS data acquisition hardware and allows access to the raw/binary format of existing UNIX-based LMS project files as well as existing Windows-based LMS project files. NASA/MSFC intends to purchase the items from Leuven Mesurement Systems (LMS) North America. By acquiring the additional hardware and software from LMS, absolute compatibility with existing hardware and software is assured. A substantial investment (> $500K) by the government has already been made in existing LMS software and hardware, and replacing the current software and hardware would be impractical. No other vendor can provide hardware and/or software which would be completely compatible with the existing LMS modal test equipment due to proprietary property rights of LMS. LMS does not have any authorized distributors. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 28, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
