Description
NASA/MSFC has a requirement for ALTAIR Meteoroid Study. NASA/MSFC intends to purchase the service from Massachusetts Institute of Technology Lincoln Laboratory on a sole source basis. MIT/Lincoln Lab has been operating/working under a DoD contract with the ALTAIR radar for many years and are intimately familiar with the system characteristics & operations. Lincoln Labs possesses experts in the meteoroid area, and the combination of these two factors enabled the NASA Space Environments and Effects (SEE) program to produce the first extensive database of meteor bulk densities, which offers great assistance to spacecraft designers. Only Lincoln Lab has developed the analysis software needed to obtain meteoroid densities and orbits for the ALTAIR system. Lincoln Lab has the experience in both the meteoroid arena and in ALTAIR operations, making them an essential and necessary part of this study.evaluation of radar capabilities has shown that the ALTAIR radar located on Kwajelein Atoll is the only radar capable of performing this work and providing the required high transmit power, rigorous calibration, and directional pointing ability. These capabilities that only Lincoln Lab can provide are essential to successfully obtain radar observations of sporadic and shower meteoroids for the purpose of determining meteoroid masses, orbits, ballistic coefficients and densities, which shall be provided to the Meteroid Environment Office (MEO) at Marshall Space Flight Center. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith Drabkin at Judith.R.Drbkin@nasa.gov no later than 4:30 p.m.CST August 25, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
