- NASA/MSFC has a requirement for a Laser Vibrometer System. NASA/MSFC intends to purchase the items from Polytec, Inc., on a sole source basis. Polytec, Inc. is the sole manufacturer of the Laser Vibrometer system. The required scanning laser vibrometer system, manufactured by Polytec Laser Measurement Systems, is capable of measuring out-of-plane vibration and displacement with high sensitivity using laser illumination as a non-contact method. The system will be used primarily as a vibration and displacement measurement tool for small, light weight test articles or extreme environment applications where mass-loading effects or survivability of an accelerometer prohibit their use. Polytec is the only company that provides a scanning laser vibrometer system capable of measuring dynamic displacements up to 40 KHz. Current test requests and future test projections show that these out-of-plane displacement measurements are necessary for extreme environment applications. MSFC?s existing scanning laser vibrometer system is almost 10 years old and only shows measurement instability above 1000 Hz. Ometron, Inc., the manufacturer of the existing system, no longer manufactures scanning laser vibrometer systems or is capable of servicing it. Market research revealed that Polytec is currently the only company that can provide this type of scanning laser system. Polytec is the only company with locations in the United States that can provide service agreements and timely admittance to the Redstone Arsenal for their system. Prompt and timely onsite support through software and hardware maintenance agreements is of utmost importance. A company service representative is required to be onsite in a matter of a few days to resolve situations or problems with the system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Elizabeth Mudler at Elizabeth.e.Mudler@nasa.gov or fax to 256-544-4401 no later than 3:00 p.m. CST September 01, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or no to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
