Description
The purposes of this amendment are to 1) extend the response date, and 2) provide additional information regarding the NIST requirement. Now therefore, amend the notice of intent as follows: 1) The response date for this Notice of Intent is hereby extended to 3:30 PM EDT 24 August 2006. 2) NIST cites FAR 6.302-1(a)(ii)(A) and (B) (see excerpt below) as primary rationale for Sole Source Determination. (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency?s requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B).) 3) If potential offerors provide notice that they are able to meet the specifications and requirements set forth below, please include the following information: a) The type and magnitude of the engineering effort, if any, necessary to satisfy the requirement. b) The estimated delivery period from date of receipt of order, including expected lead time required should the Government exercise the option items. 4) Self-contained mobile turbomolecular pumping station must include the following functionalities: 1. General physical characteristics: 1.1. Roughing pump frame mounted. 1.2. Turbo pump frame mounted. 1.3. All control electronics frame mounted. 1.4. One vacuum gauge supplied and installed. 1.5. Casters installed for mobility. 1.6. Unit must arrive assembled and tested. 1.7. System must be operable out of box on delivery. 2. Turbo pump specifications: 2.1. Ultimate pressure must be 3x10e-9 torr or better for system as delivered. 2.2. Peak pumping speed of turbo must meet or exceed 50 l/s with nitrogen. 2.3. Inlet must be NW40. 2.4. AC cooling only to be fan type installed on turbo pump. 3. Roughing (backing) pump specifications: 3.1. Roughing pump must be of dry type. 3.2. Vacuum chamber must be shielded from hydrocarbons. 3.3. Minimum pumping speed of 3.5 cfm (5.9 m^3/hr). 3.4. Ultimate pump pressure of 5.0 x10e-2 torr or better. 3.5. Voltage to be of dual type 115/230 V, factory set to 115 Volts. 3.6. Inlet and outlet connection to be NW25. 3.7. Pump must be field serviceable for minor maintenance with freely available rebuild kits. 3.8. Power routed through relay box with functionality described in item 6. 4. Turbo controller: 4.1. One button operation required. One button only required to pump down and show current vacuum pressure. The same button will stop turbo and automatically vent the pumped vacuum space. 4.2. Fully automatic operation of system by turbo controller with programming capability that includes delayed turbo start. 4.3. Must include remote options for control. 4.4. Programmable interlocks for protection of pumps. 4.5. Analog output signal proportional to turbo speed must be provided. 4.6. Power routed through relay box with functionality described in item 6. 5. Installed electromagnetic valve must be provided on the fore line of the turbo for system protection on power interruption or system failure. A manual reset via the relay box described in item 6 is required to open the electromagnetic valve. 6. A relay box or functional equivalent must be provided. This relay box is designed to isolate the pumping port in the event of power loss, and to prevent operation of the turbo pump until a manual reset is performed. Relay box functional specifications: 6.1. In the event of power loss, an isolation valve must close, thereby isolating the vacuum space being pumped upon. 6.2. The turbo pump must not restart automatically after power loss. A manual reset of the relay box must be required for turbo pump or roughing pump operation. 6.3. All power for pumps, controllers, isolation valve, and gauges must be routed through relay box so that a manual reset is required before turbo cart is functional. 6.4. Manually resetting the relay box must open the isolation valve to permit pumping on a vacuum space, and provide power to the turbo cart components. 6.5. The manual reset must be performed by pressing a single button. 7. Venting valve installed on rough pump side and fully programmable venting options via the controller. 8. Gauge controller: 8.1. Gauge head sensing and automatic configuration capability. 8.2. Must have 6 head capability. 8.3. Include RS232 interface. 8.4. Relay outputs and with expansion board option for additional setpoint and signal control. 8.5. Power routed through relay box described in item 6. 9. Vacuum gauge: 9.1. The range must be from atmosphere to 10e-9 Torr. 9.2. Pressure range switching must be automatic within the gauge. In addition to the mobile turbomolecular pumping stations that are the subject of this procurement, there are a number of common components that are used throughout our facility to promote standardization and on-site maintenance/repair/drop-in replacement. In particular, the vacuum gauges, gauge controllers, and turbopump controllers are used in multiple mission critical applications. We already maintain a large inventory of spare components and parts to support the existing mobile turbomolecular pumping stations (60) and beamline operations pumping stations (approximately 10). NIST requires drop-in replacement components for both beamline operations and the mobile pumping stations (see below). Compatibility requirements: 1. Turbo pump specifications: 1.1. Compatible with BOC Edwards EXC100, EXC120, or TIC controllers via connecting cable only. No intermediate compatibility modules allowed. 1.2. Outlet must be NW16 for drop-in replacement. 2. All gauges must be enable automatic gauge head sensing for plug-and-play type connections. These must be compatible with all BOC Edwards Active Gauge Controllers of either 3 head or 6 head type controllers. 3. Vacuum gauge: 3.1. All gauges must be enable automatic gauge head sensing for plug-and-play type connections. 3.2. Supplied gauge must be a wide range type, fully compatible with existing BOC Edwards Automatic Gauge Controllers by means of industry supplied cable connection only. No compatibility modules allowed. 4.
