- The Government has a requirement to obtain contractor services to develop implement, and evaluate workshops and material for environmental literacy and outreach. One of NOAA?s new crosscutting priorities includes expanding the environmental literacy, outreach and education mission. Many NOAA employees are already involved in education and outreach, imparting information about NOAA sciences and services. Part of the new objective is to assist NOAA employees to become better ambassadors and educators in their education and outreach efforts. NOAA?s Office of Education (OED) now has the responsibility to provide a new training program to help employee efforts in education and outreach. NOAA has a requirement to develop, implement and evaluate workshops and material to be used for environmental educators. This project requires in-depth knowledge of the Guidelines for Excellence in Environmental Education published by the North American Association of Environmental Educators (NAAEE). This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above.
