Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-435 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 611310. The National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Office of Habitat Conservation, has stewardship responsibility to conserve, protect and restore habitat of living marine resources. Programs within the NOAA/NMFS Habitat Protection Division (HPD) are largely aimed at protecting marine habitat from human activity through regulatory authorities such as those provided by the Clean Water Act, Magnuson-Stevens Act, etc., and it also has been working to achieve habitat protection and to conduct agency programs, projects, and activities in a manner that facilitates cooperative conservation. Cooperative habitat protection takes place working in partnership with Federal, state, environmental groups, industry sectors, and other interested parties toward a common goal. It emphasizes meaningful local community involvement wherever possible because this is the key to increasing appreciation for habitat and inducing change voluntarily. Cooperative tools may include: grants to support habitat protection projects in local communities, education and outreach materials, best practices, and technical information on fish and fish habitat resources, as well as projects to develop any of the above tools for a community or region. This project will serve as a demonstration project on the effect of relevant education and participation in conservation activities on the improvement of stewardship attitudes and the implication to natural resource management planning. This project will also provide a data set and test case for a stewardship survey instrument under development within the NOAA/NMFS Habitat Conservation Office. In addition, this project will assist in developing outreach and education plan through participation in and observation of the hands-on aquaculture and marine curriculum program. Specific Tasks/Deliverables: (1) Coordinate a 1-year high school classroom and outdoor experience to improve marine environmental literacy in the area of Great Bay, L.I. Conduct planning and Secure commitments from high school, the Board of Cooperative Educational Services by and/or about November 2006; (2) Develop curriculum, lectures, and perform classroom marine education activity and lecture series, coordinating with NOAA to include NOAA practitioners and provide program administration. Provide instruction to students on building aquaculture rafts; (3) Query students to identify baseline knowledge levels and to add focus to other tasks; (4) Develop curriculum, field and outdoor experiences relevant to marine ecology, fishery management and policy, mariculture, etc. Provide instruction to students on monitoring growth, harvesting and planning seed clam in Great Bay, including group work to monitor rafts throughout July and August 2007; and (5) Final report with brief summary of methods and results including survey results and an assessment of what are most effective education strategies, i.e. ?lessons learned?. Report shall include recommendations for education planning and a description of how the project contributed to the stewardship goals of the Bluepoints management plan. Report should include photos of student activities and if possible quotes from students about their experiences that can be used by NOAA to showcase the project. Period of Performance: The contractor shall perform the specified tasks from the date of award for a period of approximately 13 months, ending by October 30. 2007. The amount of $14,170.00 has been budgeted for this action. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government plans to award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors are while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
