Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFK-6-448 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. This project is designed to develop a framework of analyses to be used in determining long term trends and possible forecasts of prices for highly valued seafood products in the United States. The contractor will work with the Commercial and Trade Team Leader to develop a set of graphical and tabular summaries of international trade data. This information will be compared with trade regulations existing with and between major U.S. trade partners, such as Canada, Mexico, the EU, and Japan. Market assessments will be conducted where sufficient data exists to support the analyses. Finally, the contractor will develop a set of forecasts of trends in major fishery products based on expert opinion and statistical trend analysis. A final report will be issued at the end of the study which will summarize the methodology, sources of data, computer programs, and forecast techniques as well as the summarized information and forecasts of trends. Deliverables: (1) Draft report is due six months after the start of the project; (2) Reviews will be held within 2 months of the delivery of the draft report; (3) Conference calls will be necessary and held at the end of a 2 month review period; and (4) A final report will be provided by the contractor within two months of the final conference call. Period of Performance: Date of Award through May 31, 2007. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
