Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued.The solicitation number on this acquisition is NOI6088 and is being issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. All responsible sources may submit an offer that will be considered by this agency. The associated North American Industry Classification System (NAICS) Code 339111, and the small business size standard is 500. The National Institute of Allergy and Infectious Diseases intends to award on a sole source basis to Becton Dickinson the only known manufacture of this instrument. The following instrument and accessories may be acquired under this acquisition. LSR II special order laser/Detector upgrade (qty-1)for LSR II, serial # H47600027 with optics and accessories that includes the installation of a 150mw 532nm Green laser with 5 Photo Multiplier tubes. In addition, the violet trigon will be moved to the blue laser and the blue laser octagon will be moved to the violet laser. The system shall be a bench top flow cytometer with all optics, electronics, and fluidic control housed in the main sensor head. The system must be modular in design to support an upgrade from 2 to 5 laser operation because it is the flow cytometer with which research protocols have been developed. The Government intends to solicit with only one source under authority of FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The government will award a fixed price purchase order to the responsible contractor. Place of delivery NIH/NIAID, Bethesda, Maryland 20892. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Cheryl Salamanca at (301) 496-2607. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
