- This is a combined synopsis/solicitation for a used Paving Machine in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. RFQ-617-0164 is issued as a request for quote. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-12. The North American Industrial Classification System Code is 237310 - Highway, Street, and Bridge Construction. The small business standard is $6.5 Million. The Government intends to make a single award of a firm fixed price contract. Award will be made to the responsible offeror who submits the most advantageous offer to the Government based the overall condition of the equipment and price. USED ASPHALT PAVING MACHINE: GENERAL REQUIREMENTS: The Federal Bureau of Prisons, Federal Correctional Complex, Lompoc, Ca, intends to award a contract for the provision of a used asphalt paving machine. MINIMUM REQUIREMENTS: The following are the minimum requirements of the piece of equipment that will be accepted. Year 2003 or newer. No more than 2000 hours of use. Engine must be 74HP or better. Track driven. Equipped with hydraulically extendable vibrating heated screed. Screed must extend from 8' to 15'. Sonic augers, night operating lights, rotating safety beacon lights, vandalism protection covers, horn, back-up alarm, spray down system with hose reel, oil pressure gauge, electric fuel gauge, voltmeter, and any other standard features. Point of Delivery: The contractor shall provide the aforementioned equipment to FCC Lompoc, 3901 Klein Blvd Lompoc, Ca 93436 . Payment Terms - Invoices should be submitted in accordance with FAR 52.212-4(g) and payment will be rendered in accordance with the Prompt Payment Act (31 U.S.C. 3903). The contractor may offer discount payment terms for prompt payments. Contract Pricing - Contract pricing shall include all charges to the Government for equipment and delivery. The Government reserves the right to award without discussion. Therefore, the initial offer should contain the offer's best terms from a cost or price standpoint. CONTRACT CLAUSES: 52.252-2 -- Clauses Incorporated by Reference (Feb 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. Full text copies of Justice Acquisition Regulation (JAR) clauses or BOP clauses may be requested in writing from the Contracting Officer. 52.204-4, Printed or Copied Double-Sided on Recycled Paper (AUG 2000) 52.212-4, Contract terms and Conditions - Commercial Items (SEPT 2005) Protests as defined in Section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO) shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from: Darlene Ely, Procurement Executive Federal Bureau of Prisons 320 First Street, NW, Room 5002 Washington, DC 20534 (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. Repeal or Revocation of Contract Clauses: If, during the term of this contract, any of the above clauses are repealed, revoked, or dissolved by the Government, then such clauses shall no longer be part of this contract as of the date of such repeal, revocation or dissolution. The elimination of these clauses by reason of such repeal, revocation, or dissolution shall not affect the continuing validity and effectiveness of the remainder of the contract or other clauses referenced above. NO SOLICITATION DOCUMENT WILL BE ISSUED.
