Description
BLS-06-42 Request for Information Information Technology Services Infrastructure Support Purpose The Bureau of Labor Statistics (BLS) is seeking information from industry relating to its need for Information Technology services infrastructure support. This notice is a Request for Information (RFI) from interested vendors who can supply qualified technical support workers for IT infrastructure support activities and related work as identified in the description below. BLS does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this request. This RFI is being issued for information and planning purposes only and does not constitute a solicitation. The information contained in this RFI is based on the best and most current information available to date, is subject to change, and is not binding on the Government. Below is background information and description of the requirement. Background BLS makes extensive use of contractors to provide high-end technical skills and support in designing, maintaining, and providing user support for its information technology infrastructure. Currently, there are 76 contracted individuals fulfilling the requirement described by this RFI. A critical factor in this requirement is the ability to supply individuals with a high level of skill in the areas dictated by BLS. A high rate of retention and timely recruitment of skilled individuals is essential. These contractors will perform work under the general categories provided below. Parentheses represent approximate number of individuals working in each of the categories: National Office positions (Washington, DC) Network Technical Specialist (32) Network Administrator (13) System Support Specialist (8) Technical Support Specialist (4) Regional Office Positions (8 Regions) Network Operations Manager (7) Information Systems Technician (6) Systems Network Administrator (6) Services to be performed include: Remedial and preventive maintenance of all LAN components; Installation, integration and testing of software and hardware; Development and support of advanced Internet and Intranet applications; Support for BLS applications, communications and sub-networks; Deployment of software and software upgrades; Monitoring network activities, providing server and network administration, and support services; Help desk services; Service coordination. All contractors shall work within the BLS LAN/WAN environment at the BLS National Office in Washington, DC or eight BLS Regional Offices (Boston, New York, Philadelphia, Atlanta, Chicago, Kansas City, Dallas, San Francisco). All IT equipment, furniture, and connectivity shall be provided by the BLS. The Contractor is required to provide management for its employees at an appropriate level. It will be required that the Contractor staff a management office in the BLS National Office. All contract employees will be required to submit to a background investigation, take required computer security awareness training, and sign a BLS Agent Agreement as a condition of employment. Instructions for Responding to the RFI The NAICS code for the subject services is 541511 (Custom Computer Programming Services) with a size standard of $23 Million BLS requests that respondents provide the following documentation: 1) A cover letter that includes company name and points of contact with a telephone number and e-mail addresses 2) GSA schedule number if the company can provide required services through GSA schedule contract or a statement that the company does not have a GSA schedule contract that could be utilized for this requirement. 3) Identification of the company as one or more of the following: a. small business; b. 8(a) business; c. HUBZone small business; d. small disadvantaged small business; e. woman-owned small business; f. service disabled veteran owned small business, or g. large business 4) A brief description of corporate experience with similar projects of like size including a very brief summary of the work, dollar value, performance period, and points of contact with phone numbers and e-mail addresses. 5) Vendors are also invited to submit a technical capability statement. Submissions shall be limited to ten pages of text.
