- Multipurpose Transceiver - The goal of this Sources Sought/Market Survey is to identify businesses capable of meeting the following Government requirement: The Government is seeking a turn key software defined transceiver to support signals intelligence (SIGINT), electronic support (ES) and electronic attack (EA) functionality. The system should be modularly designed such that the user can configure the tran sceiver to meet specific mission requirements by the addition [or subtraction] of building block components that comprise the SIGINT, ES and EA subsystems. The system should also be sufficiently flexible and open to allow for third party programming of tr ansceiver functions. The transceiver design should have a modular and open architecture that can accommodate mixing and matching of building block components in a single chassis: (1) 2 MHz to 3 GHz receivers; (2) 2 MHz to 3 GHz transmitters; (3) single board computers; (4) sig nal processing cards, and (5) frequency/time reference card. Man-pack and rack mount configurations with DC and AC power are required and the SIGINT/ES/EA subsystems must be contained in a single chassis with the exception of high power amplifiers and ant ennas. The system shall be field ready and capable of meeting the latest revision of MIL-STD-810 Environmental Engineering Considerations and Laboratory Tests and the latest revision of MIL-STD-461 Requirements for the control of Electromagnetic Interfe rence Characteristics of Subsystems and Equipment. The subsystems must provide the following functionality: SIGINT, spectral analysis, audio analysis and transcription, direction finding, geo-location, GPS mapping, network analysis, electronic attack and wideband data recording. Potential vendors must provide information showing their ability to meet this functionality and also include the specific signals that can be processed. (If classified, please follow submission guidelines below). The vendor must be able to provide a software development kit and source code for the embedded code, the graphical user interface and all applications for development of third party applications. The subsystem must also provide time stamped digital data, digital drop receivers, a high speed low latency digital backplane, standard metadata formats, IP connectivity, virtual flash memory, dynamic target databases and embedded help. If the Government were to procure this system, the vendor would be required to provide the system to the Government within 90 days after receipt of order. The potential source shall be capable of providing hardware and software training. Any potential source capable of satisfying the requirement shall furnish at a minimum, a General Capability Statement (not to exceed 15 pages, front only, 12 point font, normal spacing) to include the following information: Capabilities, specific hardware and software details and information on past performance for recent and relevant contracts for the same or similar requirements.
