Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order under a Mastership Agreement for Repairs and Alterations of Vessels, for the Overhaul of the Survey Boat CHERNESKI. The vessel has an aluminum V-s haped hull. The vessel is 45 feet-8 inches in length, with a beam of 15 feet, and a depth of 7 feet-3 inches. The loaded draft of the vessel is 3 feet-0 inches forward and aft. Gross tonnage is 19 long tons loaded and 17 long tons light. The Government will deliver the vessel in open water near the contractor's facility. A portion of the work to be performed consists of the following: dry-docking, utilities and services, hull painting, window replacement, installation of a transducer, engine re-powerin g and replacement (including exhaust, controls and monitoring systems). This work will convert the vessel from waterjet propulsion to propeller propulsion. In addition to this work, the hull will be modified to incorporate shafting, struts, propellers, a nd propeller tunnels. Upon completion of the work the contractor will perform tests, trials and other operational performance demonstrations as required in accordance with the specifications prior to delivery back to the Government. Prospective contracto rs must have, or be capable of, entering into a Mastership Agreement and have the required dry-docking capabilities for the vessel. The area of consideration will be within its operating range between Atlantic City, NJ and Baltimore, MD. Due to limited m aneuverability of the vessel, proposals from any contractors whose facilities are located outside of this operating range will not be considered. The acquisition will be solicited using the procurement process prescribed in Part 14 of the Federal Acquisi tion Regulations. Solicitation No. W912BU-06-B-0019 will be issued on or about 05 September 2006, with a closing date of on or about 05 October 2006 at 1315 hours. The vessel will be available from on or about 19 September 2006 for the purpose of conduct ing a site visit. Contractors are required to contact Mr. Albert Bondoc (215) 656-6745 at least 24 hours prior to 19 September 2006 to coordinate the site visit. The total performance period for this procurement will be 45 calendar days after Notice To P roceed (NTP). Performance and payment bonds will not be required. Liquidated damages will be a part of any job order awarded and may be applied for failure to complete the work within the designated performance period. Prospective contractors interested in receiving a solicitation must be registered in the Central Contractor Registration Database and will be required to accept the vessel within 7 calendar days from notice of an award to be eligible for award. In order to register as a Vendor in FedTeDs, offeror s must be registered in the Central Contractor Registration (CCR) system at http://www.ccr.gov. Information on getting registered may be obtained by phoning 1-888-227-2423 or on the website. Interested parties can access the data for the solicitation thr ough the hyperlink established in the Federal Business Opportunities (FedBizOpps) system announcement at http://www.fedbizopps.gov. The hyperlink will redirect to the solicitation-specific data in FedTeDs. Registration for updates to plans and specificat ions should be made on the FedBizOpps webpage for this solicitation. The FedTeDs system does not allow for offerors to perform a search for solicitation data. All searches can be performed through the FedBizOpps system. If any vendor information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user prof ile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Offerors are responsible for printing paper copies of the solicitation and any amendments. Prospective contractors are also required to f urnish a copy or send information on their dry-dock/graving dock capability and certification prior to the closing date. The submittal and approval of a current dock certification will be a factor in any award made. This office will not accept any teleph onic requests for a copy of the solicitation. This procurement is 100% set-aside for small business. The NAICS Code is 336611; SIC Code 3732 with a size standard of 1,000 employees.
