- FedBizOps Sole Source Notice - Carex Working Group Project Title: Salix taxa Inventory & Collection and Creation of ID Key & Training Workshop The Bureau of Land Management proposes to negotiate a noncompetitive award of a purchase order with Carex Working Group (CWG), 2710 Emerald Street, Eugene OR 97403, for inventory of willows (genus Salix) within BLM's Prineville, Oregon District. Work includes conducting a review of the known Salix taxa within the District, review and annotation of the District's collection of Salix material and conducting inventories of Salix at selected sites. All Salix encountered will be identified to the species or subspecific level, and inventoried habitats will be described. Work will also include obtaining collections of all Salix taxa which are not currently contained in the Prineville District Herbarium. Reports will be provided summarizing the work completed. Following the inventory and collection phase, CWG will prepare an identification key for Salix found within the District and will put on a two-day identification workshop for interested district personnel. Estimated start work is September 6, 2006, and the performance period is through August 30, 2008. CWG is the only contractor known to possess the following qualifications needed to meet the Bureau's requirements: (1) Specific interest and ability to cost-share this project. This project was approved for funding to CWG by BLM's Washington Office based on CWG's proposal and on past performance with similar projects in other BLM Districts; (2) A close relationship with both the Oregon State University Herbarium staff and the Oregon Natural Heritage Program, which allows CWG to draw on staff and information to assist them in this challenge cost share project; and (3) Intimate knowledge of the Prineville District, its lands and flora from a previous, similar project related to the genus Carex. Firms which meet the above requirements should submit their qualifications in writing specifically addressing the three criteria described above to the Contracting Officer. All responsible sources who submit a response will be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses due no later than September 5, 2006, by 11:59p.m. DST.
