Description
Refurbish of Snow Grooming Machine for Yellowstone National Park (YNP) A) This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as Request for Quote, #Q1574065053. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service (NPS) contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 423810; Small business size standard: 100 employees. This acquisition is not set-aside for small businesses. All responsible business concerns may submit a quotation which shall be considered by the NPS. The anticipated award date is on or about Friday, September 8, 2006. B) STATEMENT OF WORK: The contractor shall refurbish the Park's Bombardier snow groomer, model 1996 Plus ME, Vin #870960488, as noted below. The contractor shall pick up and return the groomer to the Park's Fleet Maintenance Facility in Mammoth Hot Springs, Wyoming. If return delivery is made after November 5, 2005 the only road open to the Fleet Maintenance Facility will be the North Entrance road through Gardiner, Montana. Refurbish Drive-Train: 1) Replace both steering cables, (14 ?' and 16'). 2) Replace two (2) hydraulic drive pumps without control units. 3) Replace two (2) drive motors. 4) Replace mounting O-rings between pumps and motors. 5) Replace drive-shaft, linkage between pump and motor. 6) Replace the plate drive funk. 7) Replace brake unit with new wet-generation, MY2001. 8) Replace brake studs. 9) Replace 16cc hydraulic pump. 10) Replace cutting edges on front grooming blade. 11) Replace drive hoses, (62" and 58"). 12) Replace engine oil and cab heaters 13) Replace sun-stage 2nd gear reducer and shaft planetary, (2 ea). 14) Replace all necessary O-rings and seals relating to the drive-train. Seasonal Service: 1) Replace all filter elements, with OEM or equivalent. 2) Replace magnetic drain plugs. 3) Replace all thrust bearings and washers. 4) Replace all accessory drive belts. 5) Replace all breathers, seals and gaskets required. 6) Replace all necessary locking devices, including lock nuts, and cotter pins. 7) Replace all wiper blades. 8) Replace all wheel bearings, including cones, cups and seals. 9) Perform complete tune-up of Cummins engine, including oil analysis, setting overhead and testing injectors and injector pump. Include full wear evaluation of engine components. C) Clauses and Provisions: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Within two days of notice, the apparent successful Quoter shall complete provision 52.212-3, Offeror Representations and Certifications-Commercial. The NPS shall not award a contract prior to contractor completion of provision 52.212-13.
