Description
The National Institutes of health (NIH), The Fogarty International Center (FIC) intends to procure a series of studies to develop modeling as a tool to support planning and decision-making in international public health applications. The phase of the work proposed focuses on 1) evaluating the effects of new strategies of anti-malaria drug treatment and 2) developing analytic approaches that account for uncertainties and adverse circumstances in determining trial endpoints for prospective anti-malaria vaccines. These efforts are to improve assessment and increase confidence in the outcomes of anti-malaria intervention trials. The contracted products in the first project are a standard protocol for measuring the spread of drug resistance in a community-wide intervention program and a mathematical model to predict the effectiveness of drug-based intervention which can be used as a tool by malaria control programs. The second project will systematically, quantitatively address the problems associated with choosing case definitions for malaria drug and vaccine clinical trials with special emphasis on inaccurate parasite detection and propose solutions to reduce error and improve comparability across clinical trials and between vaccines. The contractor shall have: 1) A strong quantitative background, including demonstrated experience with rigorous analyses or original as well as previous-published data on malaria detection and parasite-density estimation by microscopy, and large-scale drug treatment field trials; 2) Demonstrated experience with developing and testing theoretical models in parallel with comparative field and laboratory research; 3) A broad knowledge of malaria and tropical public health issues, and a successful track record of making presentations to and working with multi-disciplinary groups of scientists and health professional. The Request for Quote (RFQ) will provide the Statement of Work which will give more information. This is set aside for small businesses. All interested small businesses that can provide the Government with the service above may request a copy of the RFQ in writing or by FAX to 301-480-8502 to the Contracting Office prior to the closing date of this notice. It is anticipated that the RFQ NIH-NIDDK-06-1000 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is October 1, 2006. Request for copies of the RFQ must be in writing to the National Institutes of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Blvd., Room 775, Bethesda, MD 20817 Attention: Patricia Haun. FAXED quotations must contain offerors name, address, telephone number and fax number. FAXED quotations will be accepted if dated and signed by an authorized company representative.
