- The Bureau of Land Management, Salt Lake City, Utah has a requirement for the services to input data into the BLM's AFMSS System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this notice is RFQ JSQ064167. Line Item 1. Input approximatly 7,000 documents into the BLM's AFMSS System. 1 Job $_______________. Period of performance: Date of Contract: September 5 2006 - December 24, 2006. DESCRIPTION/SPECIFICATION/STATEMENT OF WORK 1. BACKGROUND The BLM Utah State Office provides policy, liaison, assistance, and operational support for the management of approximately 22 million acres of BLM lands in Utah by 950 full time federal employees. The Utah BLM State Office Division of Land and Minerals gives support to the Field Offices in matters of the Oil and Gas Program. To accomplish its mission, BLM maintains an automated record tracking system referred to as AFMSS. Due to a pending lawsuit (Cobell) the AFMSS system was shut down for a period of 18 months, during which time approximately 7,000 documents were generated but not entered into the system. Significant effort is now required to input all documents received and approved during the shut down period into AFMSS. The deliverables under this contract will be provided to the Utah BLM State Office Division of Land and Minerals, Branch of Fluid Minerals for support of the Vernal Field Office. 2. PURPOSE OF CONTRACT This contract is for input of records into the AFMSS system. Research and maintenance workload will be apportioned based on lease information, agreement approvals, APDs, sundry notices and well completion data, hereafter referred to as a Well Work Package which contains 350 equivalent documents. Well Work Package data will be provided to the contactor by BLM State Office staff and the contractor will input that data into the AFMSS system. 3. SCOPE OF CONTRACT Well Work Packages will be limited to only those packages found within the State of Utah. Additionally, it is recognized that issues associated with the work necessary to evaluate Well Work Packages will vary based on the quality of the records, information provided by oil and gas companies. The contractor will be given access to the Utah State Office Public Room, BLM fluids staff and the official documents required including the oil and gas lease files and agreement files. All information available from other sources (State, local individuals, Geospatial Data, maps etc.) pertinent to the analysis, review and input of the Well Work Packages will be made available to the contractor. Based on the complexity, it may be necessary for the contractor to have close interaction with the BLM staff to analyze key data components available through official records and make recommendations for appropriate. As the research, maintenance and preparation of Well Work Packages are completed, they will be evaluated for completeness and quality. 4. TASKS: The work to be completed involves the following: Record Input -The contractor will be required to input oil and gas operation records into the AFMSS system while keeping the records secure and in their proper file structure. The data will include Lease Information, Notice of Staking, Application for Permit to Drill, Sundry Notices, well completion and other well actions. Depending on the source document the contractor will be required to filter the information provided on the individual record, enter that data into the associated AFMSS screen, and assure that the entry meets AFMSS data standards. To prepare Well Work Packages for input, the contractor may be expected to communicate with Fluids staff and Field Offices to ensure information is complete prior to input into the AFMSS system. Quality Control - Ensures quality control of record input to ensure accurate records. This includes 1) reviewing completed work for adherence to data standards input on quality and accuracy of well information and 2) identifying and setting priorities in work and ensuring completion. DELVERABLES: Well Work Packages will be provided to the contractor at the Utah State Office to input into the AFMSS system. 6. PLACE OF PERFORMANCE The general work area will be BLM's Fluid Staff area and Public Room located on the 5th floor at 440 West 200 South, Salt Lake City, Utah. No travel is anticipated under this contract. 7. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES BLM will make available a working area and all necessary BLM records including oil and gas leases, agreement files, and printers. BLM will make available a computer linked to BLM's AFMSS systems, LR-2000 automated records, and other computer hardware and software as necessary. BLM will make available Xerox copy machines and Xerox paper. 8. REQUIRED TECHNICAL SKILLS AND PAST PERFORMANCE The successful bidder must have experience and familiarity with Government processes and procedures. Qualified bidders are limited to persons or organizations that can demonstrate significant experience in reading and understanding oil and gas industry forms and regulations. Past performance will be a key factor in determining award of this contract. The contract must have a minimum of ten years experience in directly working with the oil and gas industry. Contractor must be knowledgeable in using the AFMSS automated database and systems including LR-2000. Qualified bidders must also demonstrate that they are highly motivated individuals who are able to work in a team environment. The contractor must be able to do the following in the preparation of the Well Work Packages for delivery: a. The ability to read and write legal land descriptions; b. The ability to read and understand entries on associated well forms used in the oil and gas industry; c. Knowledge of Government records filing system to include the ability to locate documents of record; 9. METHOD OF PAYMENT Award shall be made to that bidder whose quotation is determined to represent the best value to the Government, after considering technical evaluation and price. In making the best value determination, the Government considers the technical evaluation more important than price. There are two areas within the technical evaluation: factor 1, technical experience; and factor 2, past performance. Both factors are equal in importance along with the sub-criterion under each factor. Payment will be made bi-weekly based on the number of Work Batches completed during the period. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, dated August 4, 2006. Technical Capability: FACTOR 1 - TECHNICAL EXPERIENCE 1. Offeror must have experience in the use of the numerous forms used by the BLM for the submittal by the oil and gas industry. Experience in determining what information is contained in those forms and what part of that information must be entered into the AFMSS system. (10 points) 2. Ability to identify the different forms, where key information is located on the form, and to recognize the associated fields in the AFMSS entry screens. (30 points) 3. Proven expertise, experience, and qualifications in the use of the AFMSS System. (20 points) FACTOR 2 - PAST PERFORMANCE 1. Demonstrated ability to complete input of information from oil and gas forms for the AFMSS System. Evidence that the bidder understands the tasks required and is familiar with Vernal Field Office procedures regarding document control and security. (30 points) 2. Evidence of a good working knowledge of the oil and gas industry. (5 points) 3. Ability to work with others and communicate successfully with BLM employees. (5 points) FACTOR 3 - PRICE FACTOR (no numerical score for this factor) 1. The prices will be evaluated in relation to the GSA Schedule and other offers. Pricing will dictate in event of tied technical scores. 2. Prices shall be evaluated only on the discounted prices of the labor categories contained in this solicitation. 3. Hourly rates shall be inclusive of all direct labor. Technical and Past Performance, when combined are of significantly greater importance when compared to price. (b) A written notice of award or acceptance of an offer, mailed or otherwise, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
