- DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Power Test Inc to provide the following items: 1000 HP Dynamometer Package, UNDER AUTHORITY OF FAR 13.501(a) (1). Power Test Inc, N60 W14630 Kaul Ave, Menomonee Falls, WI 53051-5908. The dollar value of the award is not anticipated to exceed $250, 000.00. The resulting award will be a Firm Fixed Price contract. The detailed specifications for the Dynamometer are as follows: Dynamometer system is 1000 Horsepower, fully containerized and transportable (FCT), with a water storage tank attached. The FCT Dynamometer is ready to use in its own shipping container and doubles as the testing facility with only the addition of fuel and water. System includes (1) wheeled engine cart, drive shaft (3650 Ft-Lbs maximum torque rating) and guard, and engine cooling column. System also includes desktop computer for remote operation of dynamometer and color printer for report generation. This Notice of Intent is not a request for proposals or quotations. No solicitation document exists. No contract award will be made on the basis of any Expressions of Interest (EOIs), proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the supplies sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received before 10:00 AM PST on 24 August 2006. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to United States Marine Corps, Regional Contracting Office-SW, Box 555027, Camp Pendleton, CA 92055-5027. EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office-USMC, building 22180 MCB, Camp Pendleton, CA 92055 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: GySgt Troy A. Small at 760.725.8445. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures.
