- NASA intends to award a sole source contract to Human Systems Knowledge Network, Inc. (HSKNI), pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. This procurement is to develop a questionnaire and survey between 30 and 50 diverse corporations for information on program office size, structure, organization, and practices, and to develop a series of algorithms that might be useful in sizing future program offices. The results of this study will be used to inform decisions on the establishment and operations of subsequent program offices. Only HSKNI has the infrastructure in place that is capable of delivering the results in four months from contract initiation. HSNKI's unique knowledge-sharing network provides its members with an opportunity to benchmark their corporate program and project management practices and to exchange information on project management processes and practices with over 75 worldwide organizations. The member base and client list uniquely enables HSKNI to rapidly and reliably collect corporate data on program office implementation. There are no alternative sources that have established and sustained a knowledge-sharing network with such diverse corporate entities to support the development of benchmarks of program management practices, structures, and size across multiple industries. The Government does not intend to acquire a commercial item using FAR Part 12. HSKNI is the only source that can meet the Government needs. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the NASA's GSFC office and contact listed below, See Note(s) 12.
