- NASA/LaRC has a requirement for three (3) months of meteorological data collection research throughout the Great Lakes. NASA/LaRC intends to purchase the data from AirDat, LLC as the only know source that can meet Agency Requirements. Tropospheric Airborne Meteorological Data Reporting (TAMDAR) sensors are installed on a regional airline fleet to collect meteorological data. AirDat, LLC owns and controls the equipment and the intellectual content of the TAMDAR Data. The data will be used to establish a system for collecting and disseminating weather conditions from aircraft operating below 25,000 ft, and will be used for aviation safety. It would take substantial duplication of time and money for another company to offer similar data that would meet this requirement and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 28 Aug 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
