Description

The National Transportation Safety Board (NTSB) has a requirement to renew pager service from Arch Wireless, Inc. from September 14, 2006 through September 13, 2007. This pager service provides an important function and complements NTSB wireless phone service as a key communication tool in remote areas of the country. If the NTSB decided to compete its pager requirement, it would have to purchase all new pagers and obtain new pager numbers in addition to the monthly charges for service. By renewing its service with Arch Wireless, the NTSB significantly reduces its expenses by utilizing the pagers it already owns. Renewing service with Arch Wireless provides the best overall value to the government because it can use equipment it has already purchased. The NTSB decision to award a sole source order is based on the fact that Arch Wireless is the only company that provides pager service for the NTSB, and if another company were awarded this requirement, the NTSB would be forced to obtain new pager numbers and expend additional funds to purchase equipment.
