Description

This is a pre-solicitation notice to RFP 501-0011-06. The New Mexico Veterans Affairs Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque NM 87108, intends to negotiate a service commercial (FAR Part 12) contract for Tolling Services. The contract shall provide the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) with the following service: Tolling services for formulation and Lyophilization development/enhancement of a placebo vial to match a commercial product. Manufacture of approximately 38,550 lyophilized placebo vials to match the commercial product, which will require using the following components. Multiple smaller lots with a combined yield to the CSPCRPCC of approximately 38,550 vials of the lyophilized placebo after manufacturing and sampling losses may need to be manufactured over up to a 5 year time period. Vial: 2cc, 13mm, Alcan, SO2 treated, 2702-B61B or 2cc, 13mm, special order Kimble vial, (Kimble price for 100,000 pieces quoted at $76.22 per thousand pieces. Stopper: 13mm Lyo stopper, Daikyo, V2-F210-3W, SV LYO D713/Gry R B2-TR, West product #: 29560037. Seal: 13mm, West - 2468 pink. Labeling the placebo vial. Potentially label the matching active vial for a clinical study. Conducting the following release tests on the placebo vials: Bacteriostasis Fungistasis, Sterility, Endotoxin Validation, Endotoxin, Particulate Validation, Particulate. Shipping the finished vials to the CSPCRPCC facility in Albuquerque, and Conducting the following stability tests on the placebo vials: Sterility, Endotoxin, Particulate. This is considered to be unrestricted because market research concluded that at least three large responsible source could provide these services. This solicitation will be issued on or before February 21, 2006 for competitive proposals. In accordance with FAR 5.207 the NAICS Code is 325412 with a size standard of 750 employees.
