Description

The National Institute of Standards and Technology (NIST), Chemical Science and Technology Laboratory intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Mink Hollow Systems, Inc., Highland, MD for implementation of the control software for the Reference Microarray Scanner (MAS). The determination for Sole source is based on the following: Mink Hollow Systems, Inc. developed the requirements/specifications and initial design documents for the control software of the MAS. The implementation of the control software for the MAS provided by Mink Hollow Systems, Inc., is required to support an existing program and will provide uniformity, continuity of services and cost control. The period of performance is approximately for one year. No solicitation package will be issued. This is not a request for competitive quotations. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 2, 2006. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
