Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with HC Photonics Corporation, 4F, 2, Technology Road, Science-Based INDU, Hsinchu City 3000, for the purchase of the Periodically Poled Lithium Niobate (PPLN) Waveguide Module. Sole source determination is based on NIST?s need to design and build the PPLN device. To build such a photon source, it needs to include the following items: Item A: A CW diode laser module at 1064 nm (used as an oscillator); Item B: Fast electronic pulse generator (for driving the existing laser amplitude modulator); Item C: Fiber laser amplifier (amplifier the laser power); Item D: Custom designed PPLN waveguide module that integrates a frequency doubling (SHG) device (converts wavelength from 1064nm to 532 nm) and a parametric frequency down conversion (OPG) device (generates photon pairs of 1310 and 895 nm from 532 nm). Two identical PPLN waveguide modules are needed to form an entangled photon source. HC Photonics Corporation is the sole manufacturer of the equipment which includes unique and proprietary design capabilities that are required to satisfy the Government?s minimum requirements as stated above. Delivery shall be FOB Destination and be completed in accordance with the Contactor?s commercial schedule. As defined in the federal Acquisition Regulation (FAR), F.O.B. Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. The North American Industrial Classification System (NAICS) code for this acquisition is 334413, and the size standard is 500 Employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 28, 2006. A determination by the Government not to compete the proposal acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
