- The United States Department of Energy, National Nuclear Security Administration (NNSA), Office of Business Services is contemplating negotiating a sole source contract with FNH USA LLC, McLean VA, under the authority of 10 U.S.C. 2304 (c)(1), and pursuant to FAR 6.302-1(a)(4)(c). The Office of Business Services anticipates that this effort will be available only from the original source and No Other Supplies or Services Will Satisfy Agency Requirements. This is predicated upon substantial duplication of cost to the Government, which is not expected to be recovered through competition. The MK-48 MOD-0 weapon characteristics are required so that the special response team can quickly enter and exist vehicles and restricted space firing position in order to accomplish the recapture and recovery mission. The MK-48 MOD-0 shares the same manipulation techniques as the already existing M-240 machine gun already fielded with the Protective Force. The applicable NAICS code for the proposed acquisition is 332994 with a size standard of 1,000. Interested parties must provide evidence of their capability by September 7, 2006, 4:00 P.M. (MST), to Ms Maria Aurora Vigil, Contract Specialist, National Nuclear Security Administration, Office of Business Services, P.O. Box 5400, Albuquerque, NM 87185; or by E-mail at mvigil@doeal.gov. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. No reimbursement for any costs connect with providing capability information will be provided by NNSA.
